Well it is and isn't a power. It's basically Rebecca's charm, which she used on the mortician earlier. The way it works is she says something, her eyes sparkle indicating a subtle hypnosis, and then her intended targets are swayed.

Aaaaaaah, alright. I was expecting the Mortician thing to be a parlour trick, later explained. In any case, I'll make the edits.

XD It's cool. Maybe the charm has no effect on the Purge. Perhaps the visor of their helms blocks their eyes from it or they're so overly pious they're immune to it.

I went by the idea that it's less effective because it's against their nature, but it still works, provided they aren't actively attempting to counter it. The weakness of hypnosis is quite often the deliberate effort to counter it, as it is a manipulation of the subconscious.
