I think I've been watching too much Star Trek Voyager. First thing I thought when reading that was of the character Lieutenant Tom Paris before I realized you meant the city.

Hey I liked the Vidiians. And it was mainly just organ harvesting to keep themselves alive. The one guy that harvested that other dude's face did so to make B'Elanna more comfortable around him, which was really really creepy.
