The Ghoul, a species that is both carnivorous and cannibilastic. They feed on humans, or on other ghouls, and yet, they look human themselves. Their stomachs cannot hold in any other kind of food, aside from coffee, and they have several distinguishing traits, like their black eyes with red irises, or the fact that they can use the dangerous extra limb known as Kagune to their advantage. They are basically super humans, as all of their physical capabilities are like those of a beast, as well as healing faster than normal humans. A hunter that prays on mankind. Thanks to their nature, several incidents have arised and humans have tried to retaliate against them.
From there, the Commission of Counter Ghoul, or CCG for short, was born. Specially trained people who can stand their own ground against ghouls by using their own Kagunes against them, by turning them into the weapons known as Quinques. These people are simply known as Ghoul Investigators, or as they are called by the ghouls, Doves. They act as the counter-strike force against the hunters that prey over humanity. The prey becomes the hunter. Their weapons are not limited to the Quinque, as they also use firearms loaded with what is known as Q bullets, that are also partially made with Kagunes.
Tokyo, divided in several districts, has had its up and downs, in some places, the Ghoul activity becoming way too much for the Doves to be able to control it effectively, or in the contrary, the iron fist of the Doves falls upon the Ghouls, both guilty and innocent.
This is the story of those living in District 8, a district heavily controlled by the Doves, where Ghouls have to hide from them at all times. Being discovered as a Ghoul is receiving a death sentence in this district. As so, Ghouls have become extremely cautious when it comes to hunting their food, if they even hunt it anymore. Many have turned to cannibalism, and clandestine fighting rings have appeared in the underground world to be able to sustain them, as well as many sanctuaries like Anteiku. Riots and things of the like are common in here, where Ghouls are seen as victims, rather than perpetrators, giving an increase to Ghoul Sympathizers, as improbable as this may sound.
Points of Interest
The Dining Hall
The most important, well known, and brutal of all the underground fighting rings. People either come here willingly, or are brought here forcefully. Whoever runs this madness is unknown and his identity is shrouded in mystery, but one thing is for sure, he always enjoys and watches the fights of The Dining Hall. What makes this particular fighting cage so special is the dismembering extravaganza that happens at the end of each fight, throwing body parts in the air at the public for them to eat them. It is unknown how it keeps on business without the Doves shutting it down, though some say it is because Doves also enjoy the fighting there.
Meat, Meat, MEAT!!
Despite its overly strange name, this place is actually a popular restaurant, among Ghouls and normal people alike. Ghouls that do not like to hunt their food come here to ask for food, much like in Anteiku. While it is not the only sanctuary of sorts for Ghouls it is indeed one of the most popular ones, if not the number one. It seems the place is ran by a human, though.
CCG's Main HQ
Where all the Doves come together in District 8. Heavily fortified and full of traps in the inside, like RC gas. The Doves here take no chances against the Ghouls, mainly because the head of this section of the CCG is a real paranoid. Here, they develop Quinques and Q bullets.
Rentaro's Mask Studio (& Limb Trade)
Rentaro, an infamous man known by both Ghouls and Doves alike, but he is someone who does not actually harm others, or at least, hasn't done so for a long time. He spends his time making masks out of pure hobby, and selling them to whoever wants one. He also takes custom requests. What makes him someone to fear is his habit of cannibalism. He trades away human body parts to Ghouls in exchange of their own limbs so he can eat. He lives purely out of coffee until someone desperate enough actually reaches out to him.
Kusime Institute
A school that serves both as a high school and university. It has great renown all across District 8.

Dark Nights
Dark Nights is two things that serve Ishin's purposes. First and foremost it is a night club, decked in neon lights and filled with startling attractive staff dressed in appropriately scant clothing. It is a popular hotspot for the younger beings of District 8, Human and Ghoul alike. Secondly it serves as a Sanctuary for the Ghouls of District 8. Serving a more offensive outlet for the Ghouls of 8, Ishin heads hunts to feed the younger and those that do not wish to partake in hunts any longer. Ishin also picks Ghouls from those that find sanctuary under his roof and trains them to defend themselves. Ran by @Musoka.
Shred Board Shop
Locate in the Shopping district of Ward 8, what seems to be just a simple skateboard shop also hides something terrible underneath. The owner, Sora Mamoru, sells skateboards, snowboards and various equipment for your skateboarding adventures, but the hidden side to this shop is the fact that they actually sponsor different fighters in the Dining Hall, and also sell away tickets for it, placing bets and whatnot. Aside from Rentaro's Mask Studio, they also make masks for Ghouls. A gather point of sorts for ghouls too, and what it is most famous about, the Ice Blood Popsicle seld only here. Ran by @stoof

Notable Ghouls:
Dragon: A binge eater with an SS rating, about to become SSS. Extremely dangerous and mysterious. To Investigators, of all ranks, it is extremely advised for them not to go near them, even if they suddenly appear before them. Nothing about them is known, not even gender or mask. Their kagune is speculated to be an Ukaku.
The Harlequin: Dangerous class SS ghoul that runs the Dining Hall. They have not brought any harm to anyone in a long time, as long as they do not interfere with their entertainment. Fast and stealthy, some think The Harlequin might actually be more of a rumor than an actual person. Some investigators have run into them, though.
No Face: S class ghoul, presenter of The Dining Hall. He is known for his mask but no one knows how he actually looks. He has a koukaku kagune, but some think he might also posses a bikaku.
Knight: It's been a matter of debate whether this ghoul actually classifies as an A rank or an S rank. He usually wears a suit of armor complete with helmet. As No Face, he also has a koukaku kagune, though he uses it as an spear in combination with his hand. He also rides a horse.
Checkmate: A ghoul known rather for being a hacker rather than actually hunting their food. They give ghouls a margin to hunt and gather bodies in the area around. One of the reasons for Asuya's paranoia. It is only speculated that they are a ghoul, and by Asuya nonetheless. Still a wanted criminal, though.
Baseball & Pitcher: A pair of ghouls that are ranked SS but only together. Separetely, they barely achieve a C rank. Baseball has a Kakuja that allows him to become hard as steel in the form of a ball, while Pitcher has a gigantic bikaku kagune that allows him to throw Baseball wherever and with terrifying speed. It is said they can pierce through anything with their combination.
And lastly, some rules.
- The usual, no powerplay, godmodding, metagaming, Mary Sue, Gary Stu, etc...
- You can have as many characters as you want, but if I see you are getting out of hand, heads will roll
- The content, as in the anime, will be really graphic, to say the least. Most contents will be rated 18+, probably, but any sexy time moves to the PMs.
- Any problem with another RPer goes to the PMs, if that doesn't solve it, I have the last word.
- I, Hebigami Shiho, am your GM. I will approve your CS or tell you what is wrong with it, and until you are approved, you cannot post IC nor post it in the Character Tab. All CS's must go through my approval in OOC before anything else.
- Any kind of constructive criticism is good, for anyone, even for me, but if you don't have anything nice or helpful to say, then don't say anything.
