Name: Misaka Mikoto
Age: 14
Appearance: Only My Railgun
Personality: Most people who do not personally know the Third-Ranked Level Five would naturally assume her to be someone high-class and refined. After all, she goes to Tokiwadai and has such a high level of power, right? This is perhaps why many people do not recognize her, as the real Misaka Mikoto is a friendly and relaxed person who doesn't have a problem talking to most people. She's also rather short-tempered, however, and possesses a sharp competitive streak that often results in excitement when she sees she's up against a challenge or a strong foe. She's also rather proud of herself, and at the same time quite childish. In spite of her tomboyish attitude, she loves childish, cute things, especially the children's mascot character Gekota. The frog draws her attention at all times. She is rather possessive of her Gekota merchandise. At the same time, Mikoto is tries to hide her love of such things, finding it rather embarrassing when people notice.
The Electric Princess of Tokiwadai has a heroic bent to her personality. When there's trouble, she tries to help out as best she can. However, she also seems to have trouble asking for help when she has problems. Thankfully for Mikoto and all her friends, recent events have lead to her remembering how willing to help they all are.
Level: Level 5, Third Ranked
Power: As the strongest Electromaster and Third-ranked Level Five Esper of Academy City, Mikoto naturally exerts a great deal of power and fine control in relation to her abilities.

• Offensively, the fact that she is referred to as "Railgun" is rather indicative of her capabilites. But before that, she has other options. She can fire electricity at her opponents, channel it through objects or her body, and general use electricity in a variety of different ways. Should this be ineffective, she can electromagnetically manipulate metal objects and use them as bludgeons or projectiles. If there is a high concentration of iron in the sand nearby, like there is in many areas of Academy City, she can draw it out and manipulate it to form a chainsaw-like offensive weapon.
  Of course, there is also Mikoto's Railgun. Replicating the effects of the actual weapon with her electromagnetic capabilities, Mikoto launches projectiles at Mach 3(at least). The usual ammunition is an arcade coin that disintergrates, giving the railgun limited range. However, any metal is theoretically an option, though larger objects are obviously more straining to use. Mikoto holds back against most opponents, for the obvious reason of not wanting to kill anyone.
• Defensively she can use metal to shield herself, and no electrical attack is of any use against her. She can also use metal objects to dodge by pulling herself towards them, or even stick to the walls or ceiling and walk on them as long as there is metal close enough to the surface. This allows her a high amount of maneuverability.
• As a utility, Mikoto is capable of hacking anything that is electronic. She can infiltrate databases through terminals, or shock commands into machines and robots. She can also remove herself from surveillance in such a manner.
• Mikoto's abilities are not without their downsides. She can tire out, and going overboard can cause blackouts in the surrounding area. She is also not physically very strong and has no idea how to fight beyond her Esper power, besides dodging and running. Unless you count vending machine kicks.

History: After participation in various incidents, including one that hit extremely close to home and one particularly recent one, Mikoto is still the kind of person who will help solve trouble wherever she can.

• Name: Shirai Kuroko
• Age: 13
• Appearance: "Judgement desu no!"
• Personality: There is one thing that anyone who meets Kuroko knows about her attitude, it's that she is ridiculously, and somewhat worryingly, into Mikoto. It's not just lust, and she's quite capable of being a good friend and highly reliable when her self-control hasn't slipped, but... well, propriety seems to go right out the window when Mikoto's involved.
  She's also, despite using overly refined speech for casual conversation, rather blunt with her opinions and suspicions, which means that her tendency to dismiss things such as urban legends and rumours is also quite hard to miss. She's not entirely bad, though, as she's usually quite laid back and has a strong sense of justice. Predictably, this means not backing down when in a losing battle.
• Level: 4
• Power: Teleport. It is, as the name suggests, the ability to teleport objects and people--including Kuroko herself, with her level. Teleported objects have the power to displace whatever's in their destination, which is understandably quite dangerous. It's not an ability without its drawbacks, however: since it relies on eleven dimensional mathematics, it's not exactly a reflexive ability and it isn't possible to pull it off whilst severely distracted. It's also got a weight and distance limit, as well as a delay between consecutive uses. In order to actually have ammunition, Kuroko has metal darts strapped to her thighs.
  Making up (somewhat, she seems to always get hit anyway) for her power not being something that you can constantly use is a level of martial arts skill that nonetheless faces a quite unfortunate problem: she's still less than five feet tall.
• History: Kuroko joined Judgement the year before joining Tokiwadai, and after joining said school became rather enamoured of Tokiwadai's Ace. This lead to finding a way to become Misaka's roommate... and subsequently she's ended up as said Railgun's best friend, despite her actions.

• Name: Beatrix Alexandria Katherine Avalon
• Age: 13
• Appearance: "Yes, I'm a master of the violin, too."
• Personality: Incredibly haughty and entitled, with a fondness for flaunting her family's wealth. Beatrix managed to isolate herself as a stuck-up brat in an environment full of stuck-up brats. However, she totally didn't mind this growing up, and doesn't have any secret desires to have someone to talk to occasionally! Why would someone of her amazing societal status even need pointless things like friends?!
  When Beatrix is not showing off her awesomeness, she's indulging in her favourite pastimes; music, gaming or collecting plushies bigger than herself. These three things are her holy trinity, and bad-mouthing any of them is liable to have an angry little girl fuming at you. And that's terrible.
  For all of her bluster, though, Bea is easily coerced and fooled, capable of believing the sun was made of ice if you really needed her to think that. So not exactly a 'super genius', as she likes to claim. Pointing out her level 0 status is also kind of a sore spot. Try not to poke it.

• Power: "Memory Killer", the ability to forget whatever she wants.
• History: A rich girl from a little place called Britain, though she's spent half of her life within Academy City by now. Having spent her days driving people off in one way or another, she's not done much of note. Attend a school she is clearly too smart for, live life as an obvious prodigy... at least she looks cute?

• Name: Kazamatsuri Nadeshiko
• Age: 14
• Appearance: Whee. Nadeshiko is rather short.
• Personality: Incredibly shy and incredibly socially awkward, and tends to fall apart rather quickly when made the center of attention. However, the other main defining part of her personality is that she is a massive pervert. She loves cute girls, and if it weren't for her crippling lack of self-confidence and inability to properly socialize she would probably be a legendary skirtchaser. Instead, she focuses her perverted attentions on erotic anime, manga and visual novels, and peeping on the swim team when they're training. She does like less explicit media, but a lot of the time she only chooses to watch or read things because they have cute girls in them. As can be surmised from her obsession with cute girls, Nadeshiko is very, very gay. Despite her shyness, she's not exactly in the closet; it happens to be one of the few things she is very up-front about, and the first thing people tend to note about her after her shyness. One more important trait to note about Nadeshiko is her general laziness; if something doesn't interest her she's not likely to bother doing it, and since she tends to only show interest in things that involve cute girls, well... There's a lot of things that don't interest her.
• Level: 2
• Power: Psycho Print - Nadeshiko can project images from her mind onto paper (or really any flat surface). However, due to only being level 2 said images are incomplete and she usually has to fill in some of the blanks herself. Still, it makes it much easier to produce her doujinshi at a faster rate than would normally be possible for a single girl to achieve.
• History: Nadeshiko was so named in the hope that she would live up to the Japanese ideal of womanhood, but somewhere that went wrong. Instead of a confident, reliable, elegant young woman, she quickly turned into something of a shut-in. Her grades are average at best; she usually only just passes tests, and doesn't really excel at much, especially PE. However, her passion is art. She is a wonderful artist, able to expertly draw beautiful girls, beautiful girls kissing, beautiful girls sharing intimate moments... Mostly, she draws lesbian pornography. Her stories are well written enough, although it's clear that it's there mainly to set up for the main event. As far as her social life goes, it may as well not even exist; she has few if any friends due to her social awkwardness, leading her to be almost unable to talk at length with anyone other than her parents or older brother. Other than that, her life has been pretty average; her coming out wasn't much of a big deal, and she's mostly just kept to herself and her manga, anime and games.

Torako is quite tall for her age, with tanned skin that hinted at her being very active in sports.

Personality: Outgoing, cheerful and super energetic. Would often simply burst into a friend's room without so much as a warning simply to hang out. She lacks any sort of tact, being incredibly direct, and unable to read the atmosphere. In short, the sort of person who will simply blurt out whatever is on her mind.

Level: 2

Power: Amplify - Simply put, she has the ability to amplify either part of the cause and effect rule to two times its original value. It works on power users as well, though it only amplifies the magnitude of their powers, not their aptitude with it. However she is limited to only what she can touch, meaning that she has to be part of the cause and effect, or that she is touching the esper she wants to amp.

History: Everyone heard about Academy City's stories in her town, all the stories where people gain strange new powers that was both feared and admired. Desired, and hated.
For her, Academy City was a dream since she was but a child, a place where she might be able to realize her full potential. Unfortunately, she was only classified as a level 1, and all her efforts to raise it managed to get her to level 2. While her ability seemed impressive to non espers, Torako had had the fortune of seeing the number 1 Level 5 esper in action.
That person's abilities far surpassed her imagination, one where he could simply destroy an entire city block simply by pressing his feet to the ground. His opponents then, however, was mere thugs who ganged up on him, who were simply blown away without much effort on his part.
Ever since then, she kept that scene in her mind, as a reminder that she could one day reach that level. After all, the famous Railgun herself started off as a level 1.

Name: Lizu Hashimoto
Age: 15

Personality: Outgoing and physical. Likes to joke around and cause trouble and is never one to back down from a fight. She is quite protective of her friends however and would never see them left alone or hurt by anyone. Sees herself as something of a "big sister" and tends to surround herself with people who she can rely on, and who can rely on her. Incredibly dependent on attention.
Level: 4
Power: Air Bounce - Can cause combustion in the air in pinpointed locations, which means she can cause explosions in a range from tiny sparks to huge wall-blowing booms. Being at level three, however, she sometimes has a hard time controlling the explosion which may cause it to backfire. Her powers originate from being able to manipulate the oxygen in the air, which means she can also cause dust explosions or wind ripples. Doesn't matter if it's raining outside, if there is oxygen in the air she can combust it.
As she is adept at manipulating the atmosphere, she can also redirect the different gases in the air to increase or decrease the oxygen level in an area for example. This is what made her dub the power "air bounce", as she could bounce oxygen between explosions to increase their effect.
History: Somewhat of a "delinquent", she never focused much on her studies which means her power level is credited mostly to talent. Sure she attends school, and she passes most of the tests, but she tends to skip classes sometimes to hang out with other ruffians. This has made her somewhat of a disappointment to her parents who keep nagging her about if she studied, she could become a level five "for sure". She tends not to listen though and instead spends time on the streets.
Due to her tendencies of getting in fights, her parents decided that if they can't stop her they might as well help her protect herself so that she wont get sent to the hostpital... So they signed her up for kick-boxing classes, of which she protested all the way there only to love it afterwards. She spends more time there nowadays than out in the streets picking fights, so her parents see it as a kind of success from their part.
Now all that's left is for her to find some real friends and pick up her studies...

Name:Uiharu Kazari

Age: 13

Personality:Kazari is usually shy and humble but always friendly. She is also shown as an equally high-spirited girl as is her friend Saten Ruiko. She admits that she is composed most of the time because of a so-called "limit" she places on herself.

Level: 1

Power: Thermal Hands - It allows her to conserve part of the objects temperature she touches.

History: Uiharu Kazari attends Sakugawa Middle School along with her friend Saten Ruiko, one of her best and closest friend. She has also been in Judgement for as long as Shirai Kuroko, handling the technical and information part of their operation. Is also friends with Misaka Mikoto.

[Grey Star]

• Name: Suniyama Sakie
• Age: 16
• Appearance: "H-hello..."
• Personality: A shy girl with a tendency to be a tad clumsy when not engaged in anything related to self defense. Sakie seems to be one of those people who gives off the impression of a rabbit and will often freeze when put on the spot light. She tends to like to be on the quieter side and enjoys ordinary things a girl her age likes such as cute fluffy animals.
• Level: 3.
• Power: Thermal Hand. Specifically a subspecies dubbed Thermal Energy Conversion where she can make anything she's been in contact with either gain or lose an appropriate amount of heat, or do as the original Thermal Hand does and maintain the temperature of whatever she's touching.
• History: Sakie is a student enrolled at A Certain High School, where she goes about her daily life being as normal as an average Esper's life could be... Though she often hears explosions and such in the background sometimes. Mostly, she's in Academy City to take part in AIM research to have a better chance of getting into a good university and then a stable career in researching Esper abilities, due to it being a new and exciting field and all.

Name: Annette Delauney
Age: 15
Appearance: Maybe this one will work
Personality: Cool, calm, and collected, Annette is not one to let her emotions control her. That isn't to say that she is cold, but she is not overly emotional, rather sticking to a pleasant medium. This has translated into her not having close friends, but rather acquaintances. She puts her utmost effort into all she does, never allowing the image of elegant grace slip so long as she is in public, at least if it is not proper in the situation. Doesn't approve of violence, but accepts that it is necessary in some cases

Power: Timeline Derivation -

This power grants Annette the ability to, for all intents and purposes, predict the future. This power, however, only works subconsciously, manifesting itself more as a sense of 'deja vu' or a 'gut feeling', or just incredibly fortune luck or timing, and actively trying to predict something takes a tremendous amount of effort and concentration.

This is because she can only predict events that have resolved themselves and have become deterministic. (In essence, once something 'is going to happen', as opposed to 'might theoretically happen', then she can predict it) Sadly, that restriction generally means that her power only really works on events minutes in advance, if not seconds. It is also harder to predict events she will not be directly involved in, if not downright impossible.

History: Born and raised in France, Annette can trace her lineage back to the French aristocracy. She was the heiress, expected to inherit her father's business, and to take up his economic and political connections. A hard duty, as one might expect, but it had a significant impact on who she would be in life.

That was a primary reason why she was sent to Academy City. As a center of science and technology, it was a good place to build up a positive reputation, make ties with others, and get a good education in the modern world as well. So off she went. Once there, she went into school, where she managed to distinguish herself academically as well as in terms of Esper powers.

She ended up joining Judgment, where she has distinguished herself as a hard worker. At the same time, she has had some difficulty balancing Judgment duties, her school life, as well as the social life she has built up, with parties and other such gatherings. But thus far nothing has come of it.

Name: Saten Ruiko
Age: 13
Appearance: "I saw something that really inspired me today!"(it was Uiharu's underwear)
Personality: Saten is an outgoing and friendly girl, who exhibits a close bond with her friends and deeply enjoys spending time with them. However, she also still feels lingering envy of espers who have gained power, like her friends. Due to a previous incident, she has become determined to level herself up without relying on anything else ever again, accepting that she is a level 0 and must work towards her own powers. In spite of living in a city of science, Saten is a superstitious girl who pays a great deal of attention urban legends and rumors. She loves telling her friends about them, no matter how ridiculous and strange a rumor may seem. Stripper Ladies, Level Uppers, Poltergeists, it doesn't matter what the rumor is, Saten will cheerfully and exuberantly relay everything she knows. She can also be a bit nosy, especially when it comes to things that may be related to urban legends. As a result, she sometimes gets herself in trouble. Saten is cheerful and friendly and quickly makes friends.
Level: Level 0
Power: Baseball Bat - If you mess with Saten's friends, she will hit you with a baseball bat.
History: Saten has been the victim of one specific incident, and assisted with a few others to the best of her ability. Mostly, she has done her best to be a good friend.

Name: Kyouma Sakamoto

Kyouma

Personality: A relatively lax individual, Kyouma is usually the 'straight man' in a group, especially one in Academy City. He finds the day-to-day insanity of how the town works quite baffling, but at the same time also quite interesting... Which often leads to him accidentally sticking his nose somewhere it shouldn't be. He isn't keen on playing many video games or watching TV, since both of those bombard his eyes with too much light to mess around with; instead, he's often in the library sitting down with a nice book or two. He's a relatively friendly individual at that, but he doesn't take well to things that are 'so crazy they just might work' and all that.
Level: 4
Power: Photon Focus
By manipulating the motion and refraction/reflection of photons, Kyouma is able to bend light as he wishes. Other than basic applications, such as turning an area pitch-black or blindingly bright or even creating illusions, Kyouma is also able to focus photons into a stream as a laser or view far distances/ through things like dense fog. Due to his power not being offensively-based, he can only fire maybe one or two lasers at a time. His sight-based ability also acts like glasses for him most of the time, so honing in on things from afar usually takes a lot more effort and focus. On the downside, though, if his ability is nullified he's as blind as a bat.
History: Kyouma found himself either incredibly lucky or incredibly UNlucky, finding himself transferred straight into Nagatenjouki Academy for his second year of high school; used to the peace that his old high school had offered him, the insanity that was this school gave him instead threw him off in more ways than one. Though the school itself was famous for producing both regulars and ESPers (the prime example of the latter being the Number One), the way the school conducted itself was all over the place. The curriculum was scattered and erratic, which made it hard for him to keep up half the time. In fact, in order to keep up with the classes Kyouma would often have to study on his own, which drained away from his remaining free time. It wasn't exactly the most efficient of methods, it was better than nothing. Now, if only he could actually get to do things outside of his dorm...

[Phantom Wanderer]

Name: Hibiki Fukushima

Age: 16

Appearance

Personality: Hibiki's usually a silent person, only speaking when he feels like it. He spends most of his time listening and observing the city he lives in and the people in there. He's a big fan of arts and is also a pacifist by nature, only resorting to violence as a last resort. Socially, he tends to have a hard time to approach people, being too closed and even kinda shy, however when close to people he really could call friends, he shows a kind yet quite sarcastic manner.

Level: 4

Power: Magnetism manipulation, this power allows him to: Generate and manipulate magnetic fields and have a limited metalic manipulation.

History: Nothing specifially interesting had happened into this boy's life, or at least he never felt like sharing it. Hibiki was the usual boy whose parents tried their best to pay a good school for him to get the best education possible, and that's how he moved to Academy City and transfered to "A Certain High School".

In there he became an esper, a quite impressive one too, having an interesting control over magnetism, leading him to become a level 4. At school, his grades were usually the top of the class, not because he was the one who gave the most of himself, but because he was always silent and paying attention to the class, what gave him enough knowledge to ace the tests. He only has one true passion, which would be art, what made some lots of people judge him, he had the class's best grades, could be a great scientist someday and yet would preffer art, he never really cared about that in fact.

When not at school, he's usually seen on the streets carrying a sketch book and some pens.
