Excuse me, I'm a tad confused...what exactly does "technology" in the CS refer to? I see a great many characters with magic and fantasy weapons, and then one or two with guns.
Just what are the parameters for technology?
Also, are there any particular limits to magic? Beyond power and strength, that is.

Technology is very steam punk/Middle Ages where the most advanced tech is Stone Age Gatling gun.
No computers, no vehicles, no problem

I'm not the GM but I can take a go at answering. As far as technology there have been no hard line rules set, but it is a fantasy setting so that should probably give you some loose guideline, I'd guess that things like robots and laser rifles are a no-no. There are no hard rules for magic beyond not being hideously OP one shot everything.

Magic can work exactly the way you describe, we have a few characters that can do that.

Well by that I mean the ability to open rifts between dimensions. Kind of like The Herald from DC universe, or like the video game called "Singularity".
It would also include the ability to shift objects in to or out of phase. By that I mean the object would become trapped between dimensions, visible but intangible like a ghost.
