What you're describing isn't actually a rail-gun. not even close. A rail-gun uses a sliding cradle on magnetized rails to fire a solid slug. while your weapon is more akin to the covenant focus rifle, that
fires a concentrated stream of plasma. still a good weapon, just not a rail-gun.
folding up and using an energy blade is fine, but the image you used (an energy sword) would require a complete reconfiguration of the weapon, which would take a few seconds. During that time he would be basically defenseless.
We've got no confirmation that aura can be stored in any way, so you're better off using dust canisters as an energy source, which would also allow you to vary the beam/blade with elemental effects.
Not sure if I should need to explain why grabbing an energy weapon by the blade is a bad idea, even if it is energy projected over a frame, the frame would be pretty damned hot, so grabbing it by that when changing the power cell is a recipe for severe burn. better off having the power cell for the sword mode go in the center hump on the grip (assuming a covenant energy sword shape, which is what you linked for an example image.)
the sword fighting styles you selected (Iaido and Kendo) would not really work with a covenant design energy sword. Iaido is based on drawing the blade, striking, and then sheathing it again, which is nigh impossible with Promessa's blade form, while Kendo is a two-handed style that requires a blade vertically aligned with the handle
