@AbysmalDemon, your primary species are Humans, correct? You might want to illustrate that point more clearly. You all but imply it in the culture section, but never come right out and say it. As well, the amount of detail across the application is lacking to an extent where I'm having trouble perceiving the faction as a whole. I have no idea how large it is, what it's agenda is, how it's organized, etcetera. In general, the entire sheet is lacking a great deal of detail normally expected of advanced applications. I'll accept it as a work in progress, but until it's more fleshed out I cannot approve it.
Additionally, I'm not entirely sure I understand the progression of events described in your Governance section. The True Vacuum has only existed for four weeks, but you imply that an entirely new faction had time to be founded, splinter, reunited by a charismatic general, fall apart again once he died, and then be conquered. Which probably /could/ be squeezed into four weeks, I just wanted to make sure you knew.

Isihlungu'sa Federation
The Isihlungu'sa Federation is a relatively small state inhabited exclusively by a species of monogendered chlroine-breathing organisms known as Idlas. All of the worlds of the Federation are highly developed and under the total control of the Federation. The Federation is a state that for the most part prefers to keep to its own affairs, but it is not a wholly neutral and reactive. They recognize the need for diplomacy and for being proactive, especially when thrust into this new and unfamiliar universe.
The Isihlungu'sa Federation is not a particularly large nation by the standard of most space-faring civilizations, having only 26 systems under their control. However, what their territory lacks in size it makes up for in development. The Isihlungu'sa make full use of each of their systems' resources and space; there is not a single major celestial body in Isihlungu'sa space that has no settlements upon it. That is not to say they are all heavily populated; the less hospitable and poorer bodies have far less Idlas living on them than the major population centers (though there are still many there). But such a level of development comes as a price; the reason the Federation is so developed is because their expansion is much slower than most states. They will only colonize a few systems at a time and then build up the infrastructure of those systems, only colonizing more once they've reach a sufficient level of development.
The heart and core of the Isihlungu'sa Federation is the Ekhaya system; home to the Idla homeworld of Isihlungu. By the standards of most organic species, Isihlungu would be an acidic, frozen, toxic hellhole. The planet's atmosphere has little oxygen in it and is instead composed of nearly 20% chlorine gas, giving the planet a yellowish-green tint to it. There is almost no water on the planet, due to its reaction with hydrogen chloride, meaning that the oceans and seas of Isihlungu are composed predominantly of hydrochloric acid alongside smaller amounts of other acids. And finally, the Isihlungu'sa equivalent of room temperature is about -25°C. But despite all of this, the planet is a thriving and verdant world home to numerous ecosystems. Its life simply evolved to survive in the conditions that many other organic species consider harshly cold and acidic as well as utilize the atmospheric chlorine for respiration rather than oxygen. Additionally, a single day on Isihlungu is around 19.2 hours, and each year last 512 Isihlungu'sa days; so each year on Isihlungu is equivalent to about 1.122 years.
Other than Isihlungu, there are several planets home to a similar global environment. However, Isihlungu is the only Isihlungu'sa planet to have the conditions naturally. The other planets have undergone extensive planetary engineering and terraforming in order to freely support Isihlungu'sa life on their surfaces. And those planets are, obviously, the most densely populated of all Isihlungu'sa worlds. However, there are other planets that, for some reason or another, have proven incapable or exceedingly difficult to terraform. As a result, they are less densely populated but still contain populations living within cities sealed underneath great domes.
The Isihlungu'sa Federation is a state governed predominantly by officials elected by the general populace. While voting is considered the right of all adult males, it is possible to have that right taken away, generally via major infractions of the law. Those in prison are unable to vote in any elections, and even those who are released (or do not commit a crime requiring a prison sentence) can have their privileges to vote restricted for a period of time. In the case of the most heinous of crimes, the ability to vote in any election can be permanently lost for the individual.
In terms of actual governance, the major holders of power are the Councils: legislative bodies composed of a number of individuals. Their sizes range from 64 individuals for the smallest and most local of Councils to the 208-man Federal Council. While there are elected Governors of various levels, their power is greatly kept in check by the Councillors. For example, a Council can veto any decision or appointment the Governor makes and in extreme situations can even force the Governor to abdicate his position. As mentioned earlier, the Councils are voted in by those who haven't had that ability rescinded by law, and elections occur every 2 years (around 2.25 Earth years) for half of the given Council. Incumbency is disallowed as by law no Councillor can hold two consecutive terms in office, and are limited to only 4 terms total.
While the Governors have less power than the Councils, they are still no less important. They and their Ministers are the individuals devoted to the everyday running of the government. The Ministers are appointed to their positions by the Governor himself, but the Council can veto any appointment as mentioned earlier.
The Idlas are a race of bipeds native to the world of Isihlungu. They are generally thin and sinewy, as well as tall. An Idla averages about 7 feet tall, but they spend most of their hunched over and are no taller than the average human. Their legs are digitigrade and end in four toes tipped with blunt claws. Their hands likewise have four blunt-clawed digits; two fingers and two thumbs on the side of the hand facing their bodies. Their heads are elongated and their mouths full of long, jagged teeth. They have eyes on each side of their head that come in a wide variety of colours, with sharp plus-shaped pupils. Each Idla also has numerous brightly coloured quills along the base and backside of their heads, as well as smaller numbers on their elbows and chins.
One of the most unique characteristics of the Idlas is that they don't utilize oxygen in their respiration. Like all fauna native to Isihlungu they breathe the chlorine in the planet's atmosphere instead; they inhale chlorine and exhale carbon dioxide and hydrogen chloride. In addition Idlas only have a single, hermaphroditic gender; any individual Idla can both impregnate and become impregnated. And finally, the entire species is known for their extremely strong stomachs. Their ancient ancestors were omnivorous scavengers, and as a result they can consume almost any food. While they would still suffer if they consumed a poisonous creature, they are able to eat most rotten and putrid food with few ill-effects
In truth there is no single monolithic Isihlungu'sa culture; there are numerous cultures within the Federation both those descended from the original cultures of Isihlungu and those that diverged among the other worlds of the Federation. The Federation recognizes a total of 56 distinct languages, though the main Isihlungu'sa tongue is spoken by all in the Federation, making most Isihlungu'sa bilingual as they grow up learning the Isihlungu'sa and their native tongue both. In terms of religions they are likewise as varied; on a single world one can find followers of numerous and widely varied sects and religions alongside atheists and agnostics both.
However, despite these differences there are several cultural similarities most Isihlungu'sa share. The vast majority of Isihlungu'sa are very individualistic for the most part, believing one should be able to follow the path one desires in life. Likewise, Isihlungu'sa civilization is not officially stratified into castes at all and even the poorest can find themselves among the rich and powerful with enough work and effort. However, that is easier said than done as it is exceedingly difficult to make something out of nothing. The Isihlungu'sa also tend not to have any concept of the "nuclear family" nor marriage. They are a species of monogendered hermaphrodites and they see nothing wrong with having as many lovers as one can and wants. They do not get married, and oftentimes the 'father' has no obligation to help raise their child in any way. Instead most Isihlungu'sa live among their extended family and the child is taken for by the 'mother' and their siblings and parents and other relatives. And finally, the Isihlungu'sa have no taboos against cannibalism in any form; they eat anything and the fact that some meat used to be part of a sentient creature doesn't matter in the slightest to them. The rare exception are those few religious sects who believe bodies should be cremated or mummified after death.

The Isihlungu'sa military is divided into two distinct branches, the Federation Army and Federation Navy.
The Navy itself consists of 26 separate Fleets, a single Fleet for each system within the Federation. The Fleets are staffed, supplied, and oftentimes built at the system they watch over. As a general rule of thumb the entire Fleets are usually moved together, however this is not always the case. The Fleets themselves are divided into numerous Flotillas composed of similar classes of ships and Squadrons composed of several Flotillas. When portions of the Fleet are separated from the main body, it is almost always Squadrons. The size and numbers of these divisions are not set in stone, however and oftentimes differ even within the same Fleet.
The basic self-sufficient unit of the Federation Army is the Regiment, a 4096-man unit recruited entirely (usually) from a single planet. The Regiments themselves are the largest permanent military unit in the Federation Army, with higher levels of organization being changed and shifted as the situation demands. Because of the permanence of these Regiments, many of them have exceptionally long history with some stretching back centuries upon centuries.

The max size for factions hasn't been firmly established. I'm mainly playing wait and see for the moment in order to get a feeling for what sort of scene will be established by the factions, so make them as big as you feel is necessary for the moment (as long as it's not ridiculously huge for no reason). Just keep in mind I might ask you to make them smaller depending on how things turn out.

40,000 lightyears. Keep the speed limit in mind. In space volumetrics that would be 33,500,000,000,000 lightyears. I did not say that's how much you had scouted - merely that there was a potential 40,000 lightyear envelop of space that could be scouted in that time. Feel free to have scouted none of it by the time the RP starts.

Here is a list of general rulings on points of contention common to most Space NRPs. These are /general/ rules, and I am open to occasional exceptions as long as there is good reasoning and intent behind them. These will be judged on a per-case basis. Also note, some of the figures listed here are subject to change.

While a planet-sized mass is nowhere near the same scale as a Dyson Sphere, I'm afraid it still qualifies as a megastructure. You can have a planet with a surface area that is 100% urbanized (covered entirely in developed cities and industrial infrastructure), and you can have large structural installations in orbit around the planet (such as a space elevator or orbital ring if you want to get ambitious), but unless you have a good reason for having any entirely artificial planet I would prefer if you didn't.
The countries used to be colonies from Earth as several countries (United Kingdoms, France, Japan, America, etc.) joined together to colonized Xeiliv for it's resources and land value. The countries decided to let the world go after protests spawned all over Xeiliv after abuses of the work force was caught on tape. It has been years since the countries of Earth let go of Xeiliv and it's people; but, it has grow into a 'second Earth' for those who want to start a new life elsewhere.
The heart of the Federation is located at the planet, Xeiliv. Xeiliv is bigger than Earth and it has two moons, that are about the size of Earth's moon. Inside the planet, there are countries big or small throughout the world and the Claji Federation is the most powerful in Xeiliv. Claji is the most powerful country in the world as it also has a colony on the moon. It's the size of United Kingdoms' landmass.
The government of Claji is a federation like the United States of America. Claji has thirty-six states and it's run by a governor in each of those states. The country is run by a president and a vice president along with their trustful advisers. Clajins choose their president and vice president by voting and voicing their option on the person running for office. The president and vice president is backed up important people, that fund his'/her's campaign throughout the country. If the person wins the race and becomes president, that person must try to complete the promises that he made during the campaign.
Claji is mainly human as most of them came from Earth; but, the original inhabitants of the planet were two species: the Wharu and Phelidiom.
They were first discovered by humans, when they were expanding southward. And since their first meet, they have been peaceful and kind enough to allow them to do this. The humans didn't use them as slave unlike other worlds with different species; but, they weren't treated nice by other humans. Claji has the largest population of both species, because of the perfect environment for the species to live. However, they wouldn't survive outside the planet without their highly sophisticated enviro-suits. The suits are built to protect them from diseases or infection if they are injured outside of the planet.
Culture is the same as you would find in Earth. Western culture is the most common kind of culture, while cultures of Europe is second common. The people of Xeiliv value in freedom and the ability to explore their dreams. At the same time, they value honor and sacrfice of their soldiers.

The shift in the universe is being researched by top scientists, looking for answers to the random shift. The whole galactic landscape has changed for some kind of reason and some are pointing to a "second Big Bang" that was strong enough to move anything around; but, not strong enough to destroy them. The governments of the world are funding the scientists in their research in hopes of getting answers. The scientist are currently stationed in Claji's capital city.
The other side of the debate is that a higher power caused this to happened for good or bad reasons. Some religious people are claiming that the end of days are coming, while others are saying that they're pleased with Xeiliv and the people in it. The people aren't worried about it as nothing bad has happened to them. The colony in the moon is alright, but the government is checking the colony to make such that everything hasn't been damaged. Now, they are planning to map out their new landscape and see if there's anyone around them.
Xeiliv got it's technology for the nations of Earth as they brought them with them from Earth.

Abysmalia
A Human Faction mainly based on military and minerals. Abysmalia is on a planet called SC-947-1. A lush green planet. However, even though it is lunch, and green, we do not put our efforts into farming here, as it would take on the farming "planets". Abysmalia's total size is around 3,470sq miles, and quite populated, at 75mil Up in orbit, we have a large trade outpost, around 9km in diameter. Abysmalia is on the west, east, and north side covered by mountains, and in the south a harsh desert. A route is a gap between the Eastern Mountains, and the Southern Desert. For what we have explored there seems to be no other life forms on this planet.
Gorraen Astroid Field: Where Abysmalia Collects most of the helium 3, metals, and stones. It was named after Captain Gorraen who discovered the small field. Now the resources are soon to run out, so we have started to relocate our mining positions.
Rathean Astroid Field: Slightly bigger than the Gorraen, at 6.3 kilometers, we have now started to mine here, since the Gorraen is starting to run out.
Vegetation Field 1: a cluster of small "planets", like earth, which are able to hold plant life. We have used this to grow our crops since the beginning. Each "planet" is aroun 1-2 kilometers wide.
Abysmalia is run by a dictatorship. Abysmalia was originally going to elect a leader, as a democracy, but before they could do that, a war broke out, and was put to an end by General Gorraen. Because of his amazing way to settle many situations with his words, he was deemed a dictator.
After his death, many thought that a dictatorship wasn't the way to go, when th wars broke out again. After another week of fighting, an ambitious captain stepped up as dictator. After he spoke, the fighting was abolished, and dictatorship was the way to go. Now Abysmalia is a Demo-Dictatorship, where the faction chooses a dictator.
As of classes, there really are no poor. By that I mean the ones with low pay, or low money, in general, still can afford to live. There are three classes. The upper, the middle, and the lower.
Abysmalia does have a rich culture. Originating from California, a very cultural place, many Hispanics, African Americans, and many other races were sent up from California. To celebrate a rich culture, once every year, on the 23rd of March, there is a festival in the Abysmalian Center Square, where people share food and drink, dances, and traditions from there culture.
Xerxes: Xerxes is a corporation, and main supplier for Abysmalia, of spacecraft, and anything that has to do with it. Engines, Shuttle parts, AI, and the tech that goes behind it all.
Apollo: Abysmalia's privately owned weapons manufacturer. For guns,tanks, weapons systems. There weapons systems also feed into Xerxes' spacecraft.
Infamous: A religious group causing riots, and murders because they say there can only be one religion. But have not yet specified which one.
Nebula Corps: An organization run by Insect Humanoids. They have attacked several times to get hold of resources. There leader has not yet been revealed.
Abysmalia is run by a dictatorship. When the True Vacuum, began, and the faction began, many smaller, internal factions began to war. General George Gorraen, put an end to it by use of his words. During his rule, he was a slow, uninvolved ruler. As dictator he was also supposed to lead our faction, not just stand by and speak about it. Which he thought not. Many thought his death, was not do to a natural heart attack, but a chemical, or pill.
After Gorraen's death, the fighting started once more. Chaos, corruption, death. It needed to end. At that time, many captains were suited for the role, but none wanted to take the responsibility. Until an ambitious captain spoke up. Captain Johnathan Rathean. Johnathan was a brave, kind, soldier, like by all. He was a perfect fit. As a much more lively and involved dictator, trade is now starting to flourish between Abysmalia and the Draxi.
Notable Missions: Resc-347-295: a rescue mission from the Nebula Corps. 25 crew members were taken, and evidence led us to a large ship. We were able to rescue the hostages with 2 casualties, a crew hostage, and a resc squad trooper. Barely making it out alive when the ship blew up when we got out. -Captain Rathean
Def-0323-03: A defense against Nebula Corps. After the incident with the hostages, Nebula Corps retaliated severely. Bringing in 8,000 infantry, 5 battle cruisers, and 10 assault carriers. We were able to push them back to where they came, but not without loss of life. 2,000 people died that day, and we will never forget the day of 8-24.
Noteable Theories: Another Big Bang occurred. Like the first one, but much smaller. Not enough to destroy and create planets, but enough to disorient them and move them around, therefore explaining why Alien Lifeforms are more common to us now.
With The True Vacuum, we have been influenced to respect other Lifeforms, because we now know, that were not the only ones out there. It has influenced us to respect other races in general. In Abysmalia, rascism has been abolished and we can now share our culture, happily.
Since 2015, the world has advanced significantly, Abysmalia more specifically. Abysmalia is now fond of the Advancement of Antimatter, using it for engines, gun propulsion, and more.
Ion Shielding: Ion shielding can cover the whole of Abysmalia in nanoseconds. In all there are 20 flux capacitors, all powered by plutonium, underground of course. When shields are hit with any type of energy blast, it Ionizes the energy, transfer it, then shoot it out of the various Ion Cannons set up around Abysmalia, and shoot it as a controlled beam.
Hybrid Engines: An Antimatter- Synthetic Helium 4 triple tank engine. The ship mainly runs off of Antimatter. One tank is filled with antimatter, another with the Synthetic Helium 4(SH4) For quick getaways and FTL jumps, some of the the SH4 and Antimatter, are put into the third empty tank. They mix, causing it to "erupt" and send it of with speed.

Ever since the Nebula Corps has been attacking Abysmalia we've upgraded our defenses, and military in case.
Trade: Abysmalia is currently trading with the Draxi, a bipedal race. When the Vacuum was finished Abysmalia found themselves close to the alien race, so they decided to make relations with them. As of now, every two days, Abysmalia sends them a shipment of 150 lbs of Damascus Steel for 200 lbs of titanium.
For trade, Abysmalia is currently looking for a supplier of helium 3.
Crops: The atmospheric levels are perfect to sustain life on the farming "planets". Since they are so close to earth, the sun also shines on them the right way. The crops must be sprayed daily. Because of the great positioning, and atmospheric levels, the crops seem to grow better, and faster, than on earth itself. Because of that, Abysmalia collects around 20,000 pounds of crops per month.
Minerals: In the Gorraen Astroid Field, not much is left. In the final collection, ET, in a week, all the resources will be collected from the astroids. So far from Gorraen we have collected: Helium 3, Damascus Steel, Iron, Emerald, Lapis Lazuli, and Sapphire. With the Rathean we expect the same, but at greater quantities.
The Draxi are a bipedal, insect-like race, that used to live in deep space. When the True Vacuum had happened, they ended up next to earth, and our planet. The Draxi, are a cousin of the ---- Draxi, which means, pure Draxi. The ---- Draxi, are known, to have been in the Nebula Corps. But when they broke protocol, and bred with another race, they were banished, and they, and their families, are now known as, just the Draxi, because they aren't pure. The Nebula Corps has not been worried about information being leaked, but now, since the Draxi are so far away from them, The Nebula Corps are trying to hunt them down, and since they are trade partners with Abysmalia, we are caught in the middle of it.
The Nebula Corps, is an organization of many races, trying to conquer, everything, a little bit at a time. The primary race, is that of the ---- Draxi. Now after many that have been banished, have been moved far away because of the True Vacuum, the Nebula Corps is trying to hunt anyone down, who might have information of their whereabouts, or of their plans. With much more money, and much more advanced technology, the Nebula Corps, has seemed to almost, if not, fully controlled black matter. Using it for shielding, weapons, everything, is black matter. With a mix of different different races, and technologies, over the many years, Nebula Corps has grown into a high tech beast, and can not, will not be taken down, by only one faction.

Yeah, that was a typo. Anyways, that would sound overly idealistic and quite unbelievable. Not just because it needs 4 weeks of nonstop travel to all directions and expect that somebody has enough ships and/or long enough sensor coverage to make it possible but because as I said it'd be quite unwise to make FTL speeds right at the limits which your NRP allows. Good rule of thumb could be around the fraction of this. Or just leave it vague when there's no particular significance to it.
As others said this game would eliminate many of the issues with space NRPs which is space itself. It's huge and our empires would be most likely just tiny dots in the galaxy. Still, another reason why 40 kly radius of explored area is problematic because I suppose most of us wish the first contact situations to play out during the IC. Of course I'm not complaining to you. Partially I didn't even write this for you but to inform the other players and avoid future issues.
