Quick question, how does one register for the Reach program?

They go to a gov building and go through a registration process. But everyone has to do it as soon as they know they have powers

Just have her arriving on earth for the first time since the ring chose her

Alright, going to make a post for Abella, she won't be joining the team as she is just registering. Wondering if one of the workers there can menition Override and what a pain he is since they have also keep paper copies of every hero (or else it would be to easy for him to hack and delete all their files as he once demonstrated before restoring them all).
