Dear General,

In a world of heroes, of never ending marvels, there are villains. Those with greedy, and ill intentions that use their abiities, their talents for their own gain. But, evil never wins does it? So what do we do with these individuals? Do we lock them away for ever, only for them to make their escape, and return to their rampage? Do we simply execute them, and flush all their wasted potential down the drain? Or do we use that raw, untapped power to better the world?

Sir, that's what I'm proposing we do. My group has been tasked with the rehabilitation of these super-criminals. We can, and will make them serve the greater good, to serve their country. Now, of course our subjects have some suffer mental issues given their choosen lifestyle. So we can't expect them to do this out of th kindest of their hearts. So instead we force them to. We've developed nanobots, tiny bombs to be injected into their blood stream. With this they'll do what they do best, look out for their best interests.

With these super-villains under control we'll be able to do things normal black op teams cannot. All with plausible deniability. For your consideration, Project Rehab.

I, and a committee of several high ranking officials that would prefer to remain unamed have looked over your proposal. And we are very interested in what your program has to offer. We cannot rely on these so called Heroes forever, we cannot place the safety of our not only our country, but also the world. This Project Rehab of yours may prove to be the answer we've been looking for.

But, Dr. Fisher I feel inclined to inform you that we've been down similar roads before. We've had several Super Soldier programs as I'm sure you are aware of. None have been successful. Before I can give your group the green light I need assurance that this little experiment will actually work. I need dossiers on your staff, and planned test subjects. And I will be assigning a Supervising Agent to the team of course.

I've personally selected several prime candidates in mind for our project. I will sent their dossiers, and my staff's as well. I assure you I believe whole heartedly in this program, and I will provide your offices with anything you require.

I'm sure any agent you choose to assign to us will work out. As I said before, we are willing to do anything, and everything to accommodate your needs. We will need more personnel, and facilities of course. But I believe we can work something out.

I have looked over the information you have sent over, and some of these subjects you have chosen does give me some concern. But so long as your nanobots do there job this shouldn't be an issue.

I am offically giving Project Rehab the green light. You will have the full backing of the U.S government, and all the funding you'll need. I will look for you an agent that I feel is qualified to handle this taskforce. In the meantime I will allow you to get them prepared with whatever means you see fit.

1940 - In the midst of World War 2 individuals with superhuman powers began appearing all over the world.
1946 - A year after the war the superhumans were offically known to the governemt. They monitored them in secret, but the public did not know.
1950 - In the early stages of the Cold War the superhumans existence were revealed to the public, and later dubbed 'Supers'. The first superhero became active this year as well as the first super-criminal.
1951 - 1955 - U.S, and Russian forces tried to harness the powers of the Supers, to no success. They proved to be unruly, and beyond their control.
1956 - The first Super Soldier programs became active at this try. Since they could not rely on Supers to be soldiers, they'd make their own.
1959 - After two solid years of failure the U.S had their first success in the Super Solider program.
1960 - The Super Soldier's first mission ended in a disastor. The subject went rouge.
1991 - The end of the Cold War, and the first opening of a prison built for super-crimnals by renouned psychiatrist Dr. Marcus Fisher.
2000 - Eleven more super prisons have been built by this time, each filling up more, and more.
2009 - First proposal of the Rehab Project.
2012 - Project Rehab has been green lighted. The recruitment process had begun.
2014 - All test subjects had been acquired, and implanted with the nanobots. More testing had began.
2015 - General Howard, as promised, has assigned a Supervising Special Agent to the team, and they are to begin their first mission together soon.

• Hello gentle RPers, I'm CutUp. I'm pretty new to this site, and this is my first RP here.
• This is based heavily on the Suicide Squad series if you couldn't tell.
• You guys know the basic rules, no godmodding, meta playing, blah, blah, blah.
• This RP will be dealing with violence, fighting, and all that good stuff that makes us psychos. If you can't handle that then this isn't the RP for you.

So...I'm intrigued by this. :3 I have a couple questions, though.

- Are you expecting every character to be some kind of (nearly?)-nonfunctional psychotic? I understand that every character has to fit the "supervillain" mould, which I'm entirely okay with. Still, a character I write would very likely not be the sort of barely-controllable, rubber-room, frothing-at-the-mouth lunatic you seem to have written a lot of this OOC around, and I'm wondering if that's going to be all right with you as a GM.

- I suppose you'll be quite upset with me if I write a character with powers even sort of like Hank Henshaw, who might have other uses for a bunch of remote-controlled nanoscale bombs not only within easy reach, but within immediate access. Still, given that..mmm..."machine affinity" isn't even sort of unusual for supervillains, how do you plan on dealing with that? I'm entirely sanguine with the answer of "we just aren't, okay, jeez, go write something else," as this is your setting. :3

- Who does the "Supervising Agent" work for? I presume one of the Three-Letter Agencies, but I thought I'd ask anyway. :3 Does that agent themselves have final authority over exploding the nanomachines? Do they have to report to someone or obtain permission before blowing one of us up? What consequences fall upon that person if they do decide to "terminate an asset?"

Leon is a short man, but one that visibly makes up for his height with buckets of personality, and teeming with energy at all times. His face is usually locked somewhere between stupid grin and mocking laugh, and he can rarely contain himself, and is usually to be seen bouncing on the tips of his toes.

When not ‘on the job’, Leon favours cool and casual clothes; sleeveless tops, combats, and boots – stuff that’s easily shrugged off. Because he’s quite a sweaty boy, he exclusively goes for clothes that have moisture-wicking properties and as little material as possible.

When on the job, it’s another story; while it’s not quite catwoman, he goes for a bulky sort of morph-suit, with armoured padding across the shoulders and breast, with an inbuilt mask that is a spray paint respirator from the nose down and creepy-ass gas mask lenses in front of his eyes. The centre of the mask has a small but surprisingly powerful speaker on it, so that he can speak clearly from behind the mask – although, of course, he uses a voice modulator for the sake of the secrecy of his identity. Thin, see-through pipes of bright liquids emerge from ‘tanks’ on the backs of his shoulders and are imbedded into the material of the suit, such that they run along his body like veins. These pipes connect to, among other things, small cannons on his wrists and a short honest-to-god hose that he keeps strapped to a holster on his back.

Beneath The Surface

Personality

Leon is madder than a bag of spaniels. He is hyper, possibly because of all the sugar he consumes, but possibly not. He jumps from idea to idea, and while he is not so impulsive as to do whatever he wants, he is impulsive enough to work out what he wants to do, how to do it, and then does it with little, but not no, thought for the consequences. In day-to-day life, this manifests as heavy drinking, junk food, drug use, and as much sex as he can get his slimy hands on.

Unlike some supervillains, he is not a complete psychopath. He does not derive great joy from causing people pain, but he is somewhat disaffected. Every action is balanced against how fun it was. It might be a shame that some innocent woman got completely trampled, but he was reaching such crazy speeds it wasn’t his fault and he’d probably do it again. He’s an excuse-maker, and nothing is ever his fault.

Crucially, Leon has daddy issues, big-time. He doesn’t like men very much and is naturally distrustful of them, especially if they are older than him, taller than him, or wearing a suit. In fact, he will specifically target men, especially if they fulfil any of those criteria.

Broadly speaking, he's not the brightest button in the box. He does not have a mind for strategy or tactics, but rather one that pursues an easy life and fun.

What Makes Me Special

Powers

Goop. Quite what its scientific properties are remain a mystery to Stain, but the boy sweats a lot, and it’s not normal sweat. Firstly, it’s typically bright acid green, and slightly luminous. Secondly, it’s not thin liquid, but more akin to slime or mucus. Among its other properties, it’s incredibly slippery, mildly corrosive, and also gives off noxious fumes. Just being in the room with it won’t exactly kill you, but it will probably give you a headache given too much exposure, while it will gently burn away at most substances that touch it directly, including skin. It probably won’t ever kill anybody through direct contact, but it’s highly toxic to ingest – a high enough concentration will kill you. Being extremely oily, this stuff actually floats, and so washing it away is an extremely poor idea; much better to dump a load of chalk or bicarbonate of soda to thicken it and generally make it easier to deal with. The goop is also reasonably flammable. It won’t blow up, but it is legit fuel, which burns slowly and slides around for extra fun.

Naturally, over the years, Leon has learned to control his ‘power’ somewhat, and generally manages not to leak in general public. This does tend to make him quite hot and, ultimately, ill, while keeping himself restrained – though saving it up means he has more for later. By the same token, he can overproduce goop at an astonishing rate, but at a similar cost and at the risk of dehydrating himself. Having such a high quantity of stuff in his system is, incidentally, what makes him surprisingly heavy for his short stature, and applies a natural internal ‘cushioning’, which means he’s slightly more resistant to impact damage than other humans. Needless to say, he and his suit are both adapted to the goop and neither can be harmed by it.

The first application of goop is having fun sliding around. His suit, but particularly its feet, is specifically designed to wick and absorb the sweat from his body, to be released at his convenience. All Stain needs to achieve massive speeds is a bit of a run-up and a flat surface, and suddenly he’s astonishingly fast, while also leaving something of an oil slick effect behind him.

The second application of goop is simply spreading it around. If in a bind, and without his suit, he can simply leak a load of goop from his body, though, obviously, he tries to make sure he has his suit.

Equipment

His only real equipment is his suit.


• Goop Tank (shoulders): see-through material housing excess goop connecting to his extremities via a pipe network. He’s always producing goop and it would be a shame to waste it.
• Goop Cannons (wrists): small nozzles on either wrist for medium-range, low-pressure goopy fun. Nowhere near as useful as the hose, and mostly just for cheap shots or shits and giggles. Not even particularly accurate, because
• Alternators (forearms and ankles): handy gadgets that alter the chemical makeup of the goop and release (to the suits’ palms, fingers, the soles of the feet, and goop cannons) goop that is sticky rather than slippery. Because it still burns things it’s useless for climbing, but is suitable for leaving traps with the goop cannons or grabbing onto things while travelling at high speeds to change direction. There’s also the possibility to hang onto walls or ceilings for short periods of time in order to hide or dodge. The ones on his feet are used for balance and changing direction/stopping while sliding.
• Hose (back): Ain’t nothing spreads goop around like a hose. It’s literally what it says on the tin; a high-pressure nozzle that pukes goop around like nothing else. This will exhaust his supplies pretty quickly, though. Using the hose while sliding has predictable effects on his momentum.

Extra:

• The Cannon: a totally untested prototype. Not connected to the suit, it's literally a cannon, about three times the size of a traditional pirate ship cannon, and basically the same in operation. Guess what it shoots? Yep. Goop. Specifically, robust spherical membranes filled with goop. Basically, it's the world's most horrendous water balloon launcher. Progress on The Cannon has stalled since he basically doesn't know what to do with it.

Strengths

• Highly impulsive. Doesn’t keep him safe, but it doesn’t keep you safe either.
• Decent with tech. He invented his own suit.
• Ridiculously upbeat. Can’t keep a good bad man down.

Weaknesses

• Distinct lack of power. Goop is great, but its only real dangers are being blasted by the hose or being slammed into by Stain at ridiculous speeds.
• Distinct lack of ambition. In the hands of a legit supervillain, goop would probably be a legitimate threat, except Stain mostly wants to dick around.
• Versatility: Stain is useless in compact areas or if he has to climb a hill. Instead, he excels in areas with ‘ramps’ and wide-open spaces.
• Short-lived utility: Stain only has so much goop. He can force himself to produce it, but it will tire him out more quickly and may even kill him.
• Lack of control: Inevitable when flying around at high speeds and launching pressurised blasts.
• Lack of confidence: Odd for a supervillain, but, if you can get Stain to sit down long enough to listen, he is fairly easily manipulated and intimidated into behaving like a good boy.
• Not bulletproof: While Stain’s natural composition makes him almost immune to impact damage, he’s not immune to being stabbed, shot, or blown up.

Skeletons In The Closet

History

Leon had a pretty crappy childhood, but, for a crappy childhood, it wasn't too bad. He was an unusual, and weird, child, with his unusual 'skin condition' appearing, in a small way, from the moment he was born. Among other unfortunate consequences of his unique mutation, his mother's reproductive organs were destroyed during his development, and, once born, neither mother nor father was particularly inclined to touch him.

His parents' union was an awkward one. It wasn't exactly a shotgun wedding, but he, an American pharmaceutical entrepreneur and she, a born-to-be housewife from a wealthy background, were mostly brought together over her accidental pregnancy. Inevitably, they broke up, when he was about nine; whether it was their own issues or Leon's acting-out and biological weirdness is anybody's guess. His father left with barely a word to him, and it was only a couple of years later that Leon found out that he had returned to America, to the successful launch of his tech company, which made him an extraordinarily wealthy man.

It was about this time that Leon started to go down the path of villainy, not helped by the full extent of his 'powers' emerging during puberty. He was a freak, and started to reject others' company. In his mind, he equated his father abandoning him with his own biological disposition, and, over time, his own isolation and 'poor life choices' (alcohol, glue, anything else he could get hold of) set him firmly down the path of 'disturbed weirdo'.

It was one of his many, many benders that caused him to begin his pursuit of his father. Quite what he was thinking at time, he doesn't know, but, long story short, he robbed his mother, got on a plane, got to the states, and found a map. To begin with, his pursuit was incredibly fruitless: money ran out quickly, and so he turned to petty crime just to fund an existence, using his corrosive sweat to break and enter properties and ransack them.

Because planning was not his strong point, he was pretty easily tracked - not just by the authorities, but by another outcast, who was interested in the odd residue he always left behind. Harrow, the latter, found him first. He was also a villain - a proper villain, old-school style. In fairness, he was tech-based, using jetpacks and lasers, you know, the works, but Leon was of great fascination to him.

Harrow took Leon under his wing, providing funds, shelter, and, eventually, a proposition. Stain is ultimately Harrow's invention, from the name to the suit. In return for facilitating Stain's pursuit and destruction of his father's tech empire, perhaps Stain could arrange for certain... collateral damage to be caused in his exploits.

Stain was active in cities for about three years, firstly destroying any store that stocked his father's stuff, and then, basically because it was fun to be disrespectin' the police, targeting mostly public institutions of authority - the fact that this was all Harrow's idea is lost on him. While definitely a public menace, he was never the most threatening villain out there, and was apprehended without too much difficulty when the authorities got their act together.

Needless to say, they interrogated him about Harrow, but any useful details he might have known turned out to be fabrications. Since being incarcerated, Stain is variably one of the most irritating prisoners and one of the most sedate. His jailers have a general policy of keeping a vigilant eye on him at all times, but ultimately giving him a certain degree of privilege. It was the easiest way; it's simply impossible to stop him sweating, and so any physical means of preventing him from escaping were, in the long-term, useless. He would burn through handcuffs, jumpsuits, bars - anything, given enough time. Since he's not the Machiavellian type to plan a grand escape, he is incarcerated almost at his leisure: making him content to stay, and less inclined to try to cause hassle. He is now supervised exclusively by female guards, because male ones tend to set off a tantrium.

I'm not remotely well-versed in superhero stuff. I literally saw The Dark Knight one time and thought it was okay.

So, if anybody has any crazy objections to Stain, particularly in terms of his powers, on grounds that he's OP (I don't think he is when the Xmen have Laserbeam Face and there must be at least one out there who's immortal, but still), Under-powered, or just plain unworkable, let me know.

There are some bits yet to fill in; I'm kinda hoping for Stain to be another character's protégé. His entire motive for villainy is stalking his biological father across the globe (to America) to basically screw with him and have some fun in the process, but in return for the tips and funds for his project, he helps out a 'proper' villain on the side in probably quite an uneven relationship.

As for strengths, does he desperately need five? I don't feel like he does, but I'll come up with some more if you do.

And yes, he may be slightly based on an Inkling from Splatoon.

-No, they don't have to be an insane Joker-esqe character. The characters do have their demons, as one would expect of a villain. Any sort of villain is ok. They are all on the same boat now.

-Yes, I've thought of characters who can control machines, and no, powers like that won't work on the nanobots. Why? Can't tell you for plot reasons. Sorry, it's gonna be a plot point within the story.

-The Supervising Agent before being assigned to the team they did work in some agency, which one is up to the player. The Agent was outstanding in their field, and that's why they were chosen by the General to be his eyes, and ears. The agent can request for the bombs to be denenated when out on missions if the team gets too much to handle. But the controls of them reside with Dr. Fisher.

Cole is tall for his age, but it isn't often realised as he's usually leaning over his opponent, staring sadistically into their eyes. His face often is a mix of twisted insanity and slyness, his wide eyes glaring at his opposer - only a few minutes staring at his sick expression is enough to make a man cower in fear.

When not on the job, Cole will be seen in black trousers, with a chain hanging from his right hip. His shirts include short-sleeved or vest like shirts, in a a variety of different designs that reflect his mischievous side. He also sometimes wears hoodies, and these are mainly black or grey.

When on the job, however, it's an entirely different story. He sports trousers similar to his casual ones, and wears a long, black trenchcoat and silver chain necklace. These are accompanied by a grey waistcoat and white shirt. If in battle, he will remove his trenchcoat, leaving only his chain and waistcoat, and often rolls the sleeves of his shirt up, revealing part of his dragon tattoo.

Beneath The Surface

Personality
Cole's personality isn't really beneath the surface - his exterior reflects it all. Due to a freak accident in a lab (he was previously a physicist), he was sent insane by an untested serum to aid mental illness. This made him lose memory of his past, and literally become a new person. However, it had a downside, as he was lost on his own with no idea of who he was. An anonymous organization found him, however, and helped him to harness his new powers that the serum had also gave him, along with twisting his personality to cause even more fear in the hearts of his enemies. Now, he is considered an insane criminal mastermind, with a twisted humour that is enough to make anyone wretch. His cold, crazy stare practically renders his powers useless, due to the fact it can make a man scared to death or even insane himself. This doesn't help when it's matched with his torturous, violent nature, and his joy in seeing others suffer. Furthermore, he is incredibly manipulative and will torture you relentlessly until you give him what he wants. Overall, he is a twisted man, spat on by higher society.

What Makes Me Special

Powers
Cole's powers match perfectly with his personality. He has the ability to inflict fear upon his opponents, and even make them attack their teammates out of fear that they'd be betrayed by them. A higher rate of this power is that, if enough fear is inflicted, he has the chance to even turn somebody insane, or make them commit suicide. Another one of the abilities he has gained is that he has incredibly fast reaction time. He could probably catch a bullet if he concentrated hard enough.
Equipment
Cole carries a dart gun, and takes it with him everywhere. The ammunition for it is:

• 17x Sleep Darts
  • Causes the victim to sleep for 10 - 30 minutes
• 9x Poison Darts
  • Causes the victim to die within 3 minutes
• 10x Hallucination Darts
  • Causes the victim to hallucinate their worst nightmare

He also carries fifteen throwing knifes, five with the sleep effect, five with the poison effect and five with the hallucination effect.
Strengths

• A tough egg to crack.
• Very agile and capable of outrunning most people.
• Can take down three people at a time.
• Incredible reaction time.
• Able to pinpoint the weaknesses in a person if he gets to know them.

Weaknesses

• If tired out enough, his combat is incredibly weak.
• Even though he has the capacity to, he cannot catch bullets.
• Though able to withstand mental torture, physical torture overpowers him after thirty minutes.
• If his memories are restored, he would more than likely commit suicide.
• His violent nature can get the best of him.

Skeletons In The Closet

History
Cole Joseph Erickson once had the perfect life, surprisingly. He was a physicist, had a loving wife, two children (with one on the way), and a $3,000 check in the post addressed to him due to his work on a life changing serum. The serum, once completed, was going to be able to cure the mentally ill. The first few days of testing hadn't been all successful, however, and they lost three subjects in total. However, on the sixth day, something tragic happened. The test subject broke free of his restraints and stabbed Cole with his own serum. This caused his brain to be disfigured, and it sent him clinically insane and made him incredibly violent. However, the serum also drained his memory of his past life, leaving him no clue of who he was or why he was there. His family had gone down to the labs immediately after they'd heard what happened, but Cole himself broke free of the guards' grip, and murdered everyone there, including his family. He escaped shortly after, and was pursued by the police for a week.

That week went by, and the police didn't manage to find him (despite a few close calls). He was lost on the streets, alone, with no clue of what to do or who he was. However, an anonymous group found him, and taught him how to utilize his new powers that he had gained. They turned him into a criminal; a murderer. He went off and pursued a life of tyrannical villainy, torturing the innocent and drinking with the guilty. This continued into early 2014. That was when they found him. Project Rehab. They captured him, and dragged him off to their testing centers, where he became a human pin cushion. Tests underwent on him, discovering his powers and insanity. They injected a ticking time bomb in him, and locked him up in a super prison, where he was unable to use his powers to escape. He became part of a squad of villains, and eventually accepted his fate. Now, he's just waiting for his first assignment.
