I have this idea for a game in which we play as the Dunmer residents of the Gray Quarter in Windhelm. At first we'll depict the everyday struggle of the elves, including everything from the harsh treatment from the Nords to the (sometimes) forced illegal activities our characters engage in to survive. We'll throw in a bit of Morrowindian culture and old tales of the Homeland. Then, as the game progresses, we crank up the volume on the drama, introducing an event or something that tips the scales from tolerance to defiance. Underground meetings, organized resistance against the oppression, and perhaps even a plan to assassinate the Stormcloak himself...

But all of that's just speculation. The basic idea is the everyday life of the impoverished inhabitants of Windhelms Gray Quarter.

@Legion of TV Heads I'd assume the oppressed ones would be preferable (Dunmer, Khajiit, Argonian), but OP makes it sound like just the Dunmer.

This story is about the Dunmer populace in Windhelm. I am very well aware that there are other oppressed minorities, but this story is not about them.

If we play a dunmer, can we also perhaps play as a nord who abuses certain elves,? Like that one guy in wind helm (something) stone fist(not galmar), and eventually have our elven character beat him to the ground?

I have no problem with this. You could use him, and play as him, as an NPC. Others might use him as well (if you allow it - he's your NPC after all). You just won't need to write a CS for that Nord, since we're focusing on the Dunmer.

I guess there's no age limit, other than what is reasonable. No thousand-year-old liches please. Your character may be inclined towards magic as well, but remember this isn't a game with adventure as its focus. I'm looking for ordinary, everyday people.

I have an interest in this. Would it be correct to assume that, while we'll only be playing as Dunmer, we could interact with sympathetic non-Dunmer NPCs, like the Kahjiit traders and the Argonian Dockworkers, or even one-or-two non-asshole Nords and (later on) contacts from the Imperial Legion?

You assume correctly (although Imperial legionaires would be pretty rare in Windhelm). Having one or a few sympathetic Nord (or other) acquaintances could increase the drama even more when the story reaches its climax.
