Vivec is mentioned quite a few times in the Dragonborn DLC, and is an extremely important figure in Elder Scrolls lore and backstory. He's more known by fans of the series than Alduin and Mehrunes Dagon combined. Heck, I've seen plenty of people who've never played Morrowind who know of Vivec through sheer cultural osmosis.

Guys you should consider playing Morrowind someday, it's such a comfy game. It's a relic from a time when Bosmer had horns and agility could break reality.

Alright. But yeah, Vivec's a big deal. The only wanna-be divine that doesn't get axed by the stories of any of Morrowind's expansions. And apparently he gave birth to himself, or something—I never really quite grasped that in-game book.

Vivec is more than wanna-be divine. He's as much a divine being as Talos. It's all about CHIM. He even breaks the fourth wall in his books, adressing the player (although he disguises his words as being directed at the Nerevarine). But all that is MK's work, and thus pseudo-lore. I take it for canon, though.
