The Director of SHIELD was Timothy Dugan until March 19th, 2005. Fury only recently succeeded him. He was probably Dugan's acting agent in charge though.

@Morden Man, for clarification - in what year did Bucky fall from Zemo's aircraft? Because it says in the timeline that the Invaders were led by Barnes, and the team was only created in 1948.

@Gowi, is there any possibility for a place in-between Heroes and Villains to classify characters? I just think it's a little difficult to categorize my upcoming character as one or the other, as it depends on the situation really.
