since there are so many heroes and anti heroes, i suggest that people who make villains should be allowed to be very powerful to compensate for the big amount of heroes.

Yeah. There's absolutely no reason for super villains to grow as powerful as God just becase we have a lot of heroes/anti-heroes. Everybody has equal powers and weaknesses. Nobody is all powerful unless I say so, and nobody is useless unless I say so. So we're gonna stick with what we know and what's good.

Fun Fact: Most urban birds aren't actually that strong. They can support their own body weight in flight, but that's about it.
