I was thinking of adding a defensive skill, like a substitution jutsu kind of thing. Something that would "teleport" him a short distance from an attack. Though, I don't believe that's a Genin skill, judging from the Naruto series.

I think I'll think of something else.

I personally always considered Taijutsu pure martial arts and thus, they aren't set "active" jutsus.

I always found Lee's Leaf Hurricane interesting in the way that it's a "jutsu". He's just kicking someone.

In my opinion, Taijutsu should be a fluid flow of martial attacks that don't require any "jutsu" list.

Because I came up with two MS level gravity techniques and was wondering what the rules were on very high level jutsus.

If that level is ever achieved, I'm sure that Missus OneWayOut and I will find some rules to stagnate/balance the techniques.

Hm, I think a series of set moves would be considered a jutsu. For example, Lee's Primary Lotus because it requires chakra as well as a specific set of moves. A simple series of random kicks and punches, not a jutsu.

Also, things like Gai when he punches the air and attacks with that, I would consider Jutsu. That's my opinion on it. :)

Hmm, I don't have an idea of rules yet... but I think as characters develop their jutsu through training and such, we'll be able to balance them properly as in: figure out strengths, weaknesses, limitations, and ways to counter the jutsu. I feel by doing that properly and fairly, there won't be a need for rules, since it won't be OP.

So my understanding is that none of the canon characters exist right? If so would it still be okay if my character was born in Otogakure and his clan was basically one of Orochimaru's experiments? Would I need to make up another character to replace Orochimaru for the history?

Yes, you would have to make up a different history. No canon characters exist here. ^^ though canon clans do.
