The teams need to be balanced carefully around the most powerful characters. Otherwise there's the possibility that the Martian, Krytponian, Grayson, Rita and Allen all end up on same team.

My suggestion would be to keep the teams as two teams, but have each team member assigned a (matching) target. This way, our posts will be more manageable, as we can focus primarily on the battle between our character and our assigned target. Of course, some people may cheat (Looking at you, S'tann) by attacking people who aren't their targets, and as a result some nearby do-gooder might come to their defence.
But in general, having one assigned target on the opposite team would make things much more manageable, and it means that people who aren't inclined to read the posts of certain characters needn't read their posts. There would be much less relevant action to take into account, as really you only need to be looking out for activity that might affect your own 1x1 battle. It also means that the smarter pairings might use a collab for the ARC scene, and avoid clogging up the IC with some of the tiny posts that have been posted in group situations so far.

I assumed we had scrapped the concept of this RP being capable of a group scenario as complex as 'capture the flag' when we struggled to have a quiet conversation in the cafeteria without becoming the singular hub of activity campus-wide. I think something like that is just asking for a big old mess, personally.

Eh that was with a lack of direction or goals. A simulation will have clear cut goals with each team having a leader to issue commands. That said how good the leader is will depend on both the player and character.
What will likely happen is I'm going to have to break the characters into smaller teams and adjust the game style.
