It's not entirely similar, but there's a tumblr webcomic called Streetcrows where you can send in suggestions, and the author tallies up all the suggestions and has the main character do the most popular or interesting ones.

There are also 4chan quest games, which Streetcrows is based off of, but I haven't personally tried any of them so I can't vouch for their quality.

Closing this. Thanks for taking an interest everyone, I think that worked out pretty well! I will almost probably definitely (maybe) do another one in a different setting soon! I have an idea for a surreal setting that will help better shape the character as it progresses.
