The thing to remember here is that the djinn don't sexually reproduce so there isn't a clear distinction between 'male' and 'female'. With some effort the ones powerful enough to speak could also change the appearance of their physical form, so not even looks would be much of an indicator.
Basically, whichever pronoun (he/she) you use depends on their personality. Here's a relevant snippet from Zephyrion character sheet that's applicable for the elementals as well:

I've tried to keep an equivocal amount of either in the way he talks, which tends to make him a very plain person. However, his role as an emperor will often lead him upon being... Not feminine. I think we have plenty of women to spare in his presence now, though, so not much of a loss to the strong female characters quota.
