OOC IS OPEN AND ACCEPTING CHARACTERS

Back Story
Life for a Mutant in the metropolis has improved radically since their first discovery but its by no means perfect. Until a very recently, Mutants had to be checked up on regularly. Much like Nuclear power plants, it only takes an statistically insignificant number of them to go off to convince the public they are unsafe. James "Fast Hands" McDuff, Robineski the Cold, スーパーマン and The Greater Houdini are names etched into the public conscience as evidence that many with power don't have the responsibility. Even when they are using their powers responsibility, many object to the vigilante behaviour, especially when it circumvents the justice of the court. Despite this, this hasn't stopped those with powers who kept them under wrap from thriving in modern day society. Like I said, until very recently.

ORACLE was rolled out to every hospital in US in 1993. ORACLE was the brain child of a mutant arms development company under the bank roll of the government and its purpose was prevent every future category 3 Mutant event ever taking place. For reference:

A category 6 Mutant has an ability that is both self contained and non-destructive, like healing factor or age control
A category 5A Mutant has an ability that is self contained but potentially destructive, like Metal-morphosis
A category 5B Mutant has an ability that is non-destructive but not self contained, AoE Healing
A category 4 Mutant has an ability that is destructive at short range, damaging touch
A category 3 Mutant has an ability that is destructive at long range, fire breathing

From here the categories get a touch obscure as cases are few and far between.

A category 2 Mutant has an ability that threatens many lives simultaneously
A catagory 1 Mutant has an ability that threatens whole countries
A category 0 Mutant has an ability that threatens the entire Earth

While it was first perceived as yet more control of Mutants it later developed that ORACLE would replace many of the restrictions placed on Mutants. A single retinal scan replaced numerous psychiatric tests and visitations. Not much is known about how the system works but to most Mutants, it doesn't matter. All category 3 and above mutants now enjoy more or less the same rights and freedoms as non-mutants and any dependencies are well on the way to being ironed out.

Plot
When the Historians read back on the events that are about to occur they find it all started at an election rally in New York. Today, Mutants and non-mutants gathered to hear from Caitlyn Curie, a pro-mutant Republican candidate. While many are there in support, there are a few that aren't. In the days and weeks leading up to the event many groups and organisations have spoken out. The "Homo Sapien Interest Council" says it will be protesting the event as Curie's views are not in the US' best interests and in stark contrast to her own. The "Genodivergent Justice League" will be staging their own demonstration to highlight that Curie hasn't gone far enough.

You attended this event along side the masses and you play a part in how it unfolds.

Great to see such interest so quickly, I'll try to get an OOC up later today

@AnotherCategory 3 and above please, I might consider one or two category 2s if there were enough people (7+) and the character was good enough. I plan on having secret trump cards for people to play to keep things interesting, one of which could be an ability upgrade. If you want a more powerful character I'll keep in mind to get you an upgrade when the plot calls for it or you've earnt it.

When you say "You can be a non-Mutant if you please" Does that mean that you can play a character that has powers that come from somewhere other than being a mutant?

Brilliant! I think my character design might be a level 4, 3 at the most, but I'll leave you to decide where she is

@mattmanganonErm, depends on what you mean. What I meant was ability-less. So Cyber Enhanced Human? Sure. Extra terrestrial? Mmmmmm. Magic and the Occult? HHHHHMMMMM. I didn't word it very well, my apologies.

Honestly I'm not sure, haven't actually thought about that before now but I'll give it more thought as I throw up an OOC. There you can show me what you have in mind and we'll play it by ear.

I guess my problem is if you aren't a Mutant or Human your character is sort of removed for being directly effected by the events that may or may not take place in the story. Some character traits, say being a God/Alien/Time traveller/Magic User, would warrant a story arc in of itself, which is not what I set out to do.

If it helps, and I should have clarified before, the world is much like our own, with the introduction of humans with a random mutated gene that gives them superpowers.

Heres the OOC!

This looks very interesting! I know you've already tackled a question like this but what is the power pallete like? As in, will the powers be a little more grounded in physical reality and affecting physical things or is the sky the limit? It's a weird question, I know, but I kind of had an idea for a character that's a little weird! C:

@ColouredCyan I don't see why everyone is so dead-set on the idea that "Mutant-based powers are the most fair and managable" because, in my experience, it is JUST as open to vagueness exploitation as magic and aliens are. In fact, the worst one of those that I saw was during an X-Men RP where a guy said he had "Hydrokinesis, the ability to control water" and then used that to do completely off-the-wall, bullshit things. I still remember the final straw being him opening a portal which threw poisonous knives of water at the big-bad.

I found that people responded a lot better to the following rules about super-powers. "You can have whatever the hell you like, you be as vague as you like about it, at the end of the day, it REALLY doesn't matter. Just know that everything you do will be monitored by the GM. Anything he finds to be overpowered, he will tell you. If you don't calm it down, he'll give you a second warning, then if the temporature of your mammeries has not dropped by a significant enough amount, the final warning, telling you to stop with the bullshit or you will be asked to leave. And then if they don't stop, you tell that their presence is bringing down the RP environment and if they don't leave quietly, you will ask the Mods to ban them."

Because, at the end of the day, in freeform RP's such as these, everyone's only as powerful as the story demands they be, regardless of what powers they have at their disposal. So, you let everyone have whatever they want, because, sure they can go nuts with it, but they know that'll just get them banned. I tend to play characters that will have a vast assortment of weaponry and skills and maybe powers at their disposal, but I have no problem taking a fall to anyone that asks my character to do so (In fact, I find it is usually more fun to write a character getting the shit knocked out of them than the one that is always fucking people up.) I only argue if I think that the circumstances around taking that fall are a little TOO outlandish or going against the character.

The character I had in mind was kinda a combination of magic, alien and precognition (Sort of like time-travel, but without actually traveling through time) and his involvement with this makes perfect sense and it's easy to fit within the confines of the story you had in mind, because there are only 2 logical outcomes to it and my character's motivations only need minor tweeking to make perfect sense in either event.

This is probably completely unrelated to your post, but I probably would have broken down laughing if I saw that in an RP. Do you have a link to the IC by any chance?

@NarcissisticPotatoI'm still not sure what people mean by "grounded in reality" considering mutations don't give you superpowers. My judgement is the limit here, show me what you have in mind and I'll tell you if its acceptable.

@mattmanganonWOAH slow down there man, mutation is not an attempt to put limitations on characters ans stop them doing outlandish things, I, as God Man, am imposing that limitation on characters. Mutations are only the vehicle by which they have become common place and less noteworthy, I could have chosen magic/aliens/gods, but I didn't.

This isn't my first Rodeo Mattmanganon.

In this world, no extraterrestrial has ever visited, nor has magic ever actually been any more than parlour tricks or mutant powers. The introduction of TRUE aliens and TRUE sorcery would be extraordinary, like it would be in real life.

Alright, how about this. You can be a magic using alien with precognition BUT, and its a huge BUT, if anyone, including NPCs, works out either you're an alien or using magic, you're character is abducted by the secret service and taken directly to area 51 never to be seen again. Understood?

@ColouredCyan

It sounds weird but thinking about it, it has the potential to be very powerful! Basically, I was thinking that my character would have the ability to change someone's public image. The breadth of the target populace and just how much the change would affect the person would vary. It sounds a little bit like mind control but it would be interesting. As always, it's your call - I do have other ideas! C:

@NarcissisticPotato That would be fine so long as it isn't a permanent change either. The biggest problem is removing agency from other player characters so as long as it isn't lasting isn't huge swings in change and requires your characters concentration, its fine.
