In the old war, the Fal'cie didn't make L'cie to protect themselves, they would have churned out L'cie to protect Cocoon/Gran Pulse, so, Klain's superiors wouldn't have any say on the matter, Carbuncle would have changed him at it's own discretion.

Would if be possible for either Mizuho or Makatsume Haru to use one of the super Roles, that way, we'll be able to balance out the power levels for both factions.
Prefferably either Vampire or Summoner, since we appear to have a mainly defence oriented Pulse group (With Anderus and Kiani both having Synergist abilities xD)
Also, if you all view my CS, I'd like you to set up your abilities in the same way, listing ALL Abilities available to that role, and then MARK 3 for each role, however, as you noticed with my Juggernaut, not ALL of a certain role's abilities will be available to a character in the grand scheme of things, try to nerf the roles, don't want any world ending battles later on, that is reserved for Fang and Vanille.

His main role in these tunnels was the finding, and excavating of minerals and the remnants of Pulse Machinery in order to rebuild and repair the machines still in use by the inhabitants of Gran Pulse. Returning to his home in Oerba for the nights in order to do it again.
It was on a journey home that he encountered the shell of the Fal'cie Cactuar, and suddenly blacked out, awakening almost a year later, the brand of the L'cie upon his left Bicep.

Easy, I got stuck, started again, seeing if I could get to that point in a more powerful state, and my xbox decided to re-jig my save files, so, when I flicked the stick to save to the 'new' file, I accidentally overwrote my old file, meaning I was stuck on Cocoon again, and unable to re-load my original save to grins some beasties on Pulse.
Needless to say, I ragequit and decided to play through all my other games before going back to it.
That, and I have to pace myself these days, since I'm unemployed and no longer in education, meaning I have two things to fill my time.

God I hate that game.Thanks on the avatar. :D Jak and Daxter is my favorite franchise of all time. It's what got me fully into gaming. I have spent countless hours on that game. I even complete the whole franchise at least twice a year. I never get bored of it. :)
