The Goku who fought Raditz was in the mid 500s, he was in the 300s 5 years earlier at the 23rd budokai.

Could I apply with a character who uses magic rather than Ki?
Also could I play a Yardrat? they're supposed be able to manipulate time and space, but I'm pretty sure I can y'know, not be OP, and still acknowledge that with how my moves work and stuff.

Anyways, would it be too unrealistic, in a world of Saiyans, Demons, and Power Levels, for a piece of Majin Buu's body to have been hit off during a battle or something, and wormed itself away to form another Majin?

it wouldn't even need to be a decent chunk given that buu can regenerate from vapor, and while no one Buu had ever faced was even close to as strong as him, they wouldn't need to be to damage him because his body's like putty.
