BTW -- just throwing this out there -- anyone can feel free to tie in Tony or Iron Man or Stark Industries, etc.) to stuff they've got planned out now or in future, if it works. I'm usually pretty happy to adapt whatever I'm doing on the fly to accommodate and I enjoy collaborations/crossing paths with other characters.
Also, now that he's considering adding some color to future suit version, I may switch Tony's font to red. There are an awful lot of people using various shades of blue for dialogue, but red hasn't been popping up much. Just be advised.
Once Oliver picks up the bow again, I’d be happy to work something out between him and Tony. Loving what you’re doing with the guy so far.

Look at the children, sitting in these ruined streets. They have endured much these past few months. Their hollow eyes look upon the world, devoid of passion. Innocence is alien to them. They have seen far too much: brothers crushed by monolithic brick, sisters killed by cruel fever. Starvation, however, is familiar – their stomachs cry out, begging for nourishment. Most have not eaten in days. Some, weeks. They will die soon.
See the people. Watch as they turn against each other. Their lives are reduced to that of violence and hunger, inflicting horrors upon one another for the meagre hope of survival. You can relate, can’t you, Oliver? You remember how it feels. Why, just four months ago, you were still living that nightmare. But now, here you are. Back in civilised society. Where men can fly, and women carry planes with their bare hands; where your city slowly changes, its people left behind to suffer, and starve, and die.
Yes, the earthquake has taken much from them. The question is, Oliver Queen…

“So what do you want us to do, Oliver?”
They sat in Walter Steele’s corner office, situated high within Queen Industries’ glass tower. Well-furnished, decorated with navy blues and ivory whites; Walter had made himself right at home. He sat across from Oliver in an armchair, bald and dark and immaculate, not a wrinkle to be found on his pinstripe suit. Behind him, the window looked out onto Orchid Bay, monoliths of industry rising up to meet them.
“Send aid into the Glades,” said Oliver, “Set up emergency shelters, soup kitchens. Help with the cleanup, hand out bottled water. We can help these people.”
Walter sighed. “I hear you. I do. But all of that – it’s not as simple as me clicking my fingers and just – just making it all happen. What you’re talking about takes time. It takes money, and planning, and resources we don’t have. It’s a colossal task, Oliver.”
“Right, but this is a multi-billion dollar company. Whatever resources you don’t have, you can get.”
“Oh, it’s that easy, is it?”
“I’m not the businessman, Walter. You tell me.”
“Well, frankly, no. It’s not,” said Walter. He gave another long sigh, pinching the bridge of his nose with his forefinger and thumb. “Queen Industries is struggling, Oliver. How did the National Voyeur put it…? We’re ‘a sinking ship with a stagnating business model.’ I need to focus on fixing the leaks before I start pouring money into some new venture, no matter – ”
“Oh, don’t give me that bull – ”
“ – No matter how noble or worthy the cause.”
Oliver clenched his teeth. Around and around they go, excuse after excuse for anything he might have to say. A thing like this… it shouldn’t be a money issue. He came back from the Island four months after the earthquake hit. Another four months had passed since then. That’s eight months that the people in the Glades have gone without shelter, or food, or clean water.
“Have you been to the Glades lately?” he asked.
Walter hesitated. “No.”
“I have,” said Oliver. “I’ve seen how they live there. Every hour’s a struggle. They’re sick, and they’re cold, and they’re starving. The kids just sit there, looking, but you can’t tell if they’re looking at you or through you, and… it’s like they’re stranded on their own island, Walter. I can’t live like this, knowing that.”
Another sigh. “I understand, Oliver. But please, you have to understand – this sort of thing, I can’t make it happen by myself. I’ll have the board to convince, and with the current state of the company, I just – I don’t see it happening. I’m sorry.”
“All I’m asking is for you to try, Walter.”
“And you’re not going to let this go, are you?”
Oliver smiled. “Not a chance.”
The older man stood, pacing to the window overlooking Orchid Bay. He seemed to stand there for an eternity.

A thing to note is that this isn’t the Oliver from the comics yet. He’s still dealing with his experience on the Island, and won’t get over them for quite some time. But he’ll eventually move past his damage, and (hopefully) come to take his place among the greats.

Sometimes he’d catch himself reaching for an arrow.
He could be eating breakfast. Exercising. Playing catch-up with the world. Something would move in the corner of his eye, or he would hear some sound – approaching footsteps, the crackle of leaves, a door’s strained creak – and all of a sudden he’d be back on the Island.
Back in the dirt and the forest, sticky with sweat and blood and ducking, something hot and fast flying past his head, as he reaches for his quiver and pulls out an arrow, his heart pounding in tandem with the gunfire. And as he takes aim he can feel his shoulders tighten, and he fills his lungs with air until they press against his ribcage, breathing out in an explosive burst as he lets the arrow loose. It meets its target with a thud, slamming into the gunman’s chest – the gunman, who lets out a windless cry, a wild shot from his rifle echoing through the woods. He’s on the ground now, and Oliver takes a moment to watch as the life leaves his body, his chin covered in red, the wooden shaft of the arrow rising up out of his sternum like a flag erected to lay claim to his life. Further away, lost among the trees, a piercing scream stabs into Oliver’s ears –
– and he would remind himself that he wasn’t on the Island anymore. His hand would lower itself from an imaginary quiver, taking its place back by his side, and he’d let out a shaky breath, trying for the thousandth time to get used to the idea that he didn’t have to fight anymore. That he was safe. It always felt like a lie.
Today was no different.
“Itchy back, Mr. Queen?” asked John Diggle.
The bodyguard stood in the doorway to his father’s old study. It was a large room, filled with old books and mahogany, the smell of paper thick and oddly comforting. Thea said that after the Gambit sunk, Mom had often come in here to think. It made her feel close to Robert. He’d spent so much time there… So Oliver would come in here, too. To feel close to both of them.
“Hm?” Oliver lowered his hand, turning to face Diggle. “Oh, Mr. Diggle. Yeah, actually, it’s – it’s kinda killing me. Do you mind…?”
The man stared at him blankly, unsure of how to respond. He was tall, built like a truck. Ex-S.H.I.E.L.D., apparently. Oliver had met a few ex-S.H.I.E.L.D. operatives on the Island. They weren’t that tough.
He smiled. “Kidding.”
Diggle returned a smile, but it wasn’t genuine. Not really. He seemed almost on-edge, as if something was bothering him. Rigid and unmoving, like prey that knew it was being hunted. It wasn’t the first time he’d been like this around Oliver.
“Everything okay?” asked Ollie. “Thea giving you a hard time again?”
“No, sir. Your sister’s fine, getting ready to leave in a couple of minutes. I just thought I’d check in on you, see how you’re doing.”
“Oh. Right. I’m doing pretty fine. Just thinking on stuff,” he said. “What about you? How’s the security life treating you?”
“As well as it always does, sir. I can’t complain.”
“Not even a little bit?” he joked.
“Not at all, Mr. Queen. You and your sister are great employers. So was your mother.”
It was like talking to a brick wall.
Oliver straightened up, walking towards Diggle. The bodyguard’s eyes never left him, following him across the room.
“Can I ask you a question?”
Diggle nodded. “Yes, sir.”
“Why do you always look like you’re about to fight that Superman guy when I’m around?”
He blinked. “Come again?”
Oliver met his gaze, and held it there.
“Are you scared of me, Mr. Diggle?”
Diggle hesitated, taken aback.
“To tell you the truth?” he dropped his eyes, “Shitless, sir.”
He sighed, massaging the back of his neck. His jacket arm almost split as he bent it, his bicep flexing into that of a giant’s. “I can’t get a good read on you.”
Oliver gave a perplexed smile as he crossed his arms, leaning against the doorframe. “Why would you want to?”
“With all due respect, Mr. Queen,” he said, “I’m ex-Special Forces. I know damaged goods when I see them. And I just can’t tell whether you’re the dangerous kind.”
“I was stuck on an island with my girlfriend for five years, Digg,” laughed Oliver. “The most damage I have is from when she got sick of me. Let me tell you, if anyone’s the dangerous one, it’s her.”
Diggle allowed himself a smile at that. It was small, sure, and his eyes still spoke of discomfort, but some progress was better than none. Baby steps, and all that.
“Right,” he said, “Well, I’d better get going, sir. Your sister’s probably waiting at the car by now. My apologies if I was out of line.”
“Oh, psh-aw,” said Oliver, “I was the one who asked. I’ll catch you later, Mr. Diggle.”
The bodyguard nodded his farewell, his shoes creating a small echo as they clicked against the tiled flooring. Oliver watched him walk down the hallway – this tank of a man, who used to be a S.H.I.E.L.D. agent, and a Green Beret before that. This man, who had probably seen his fair share of bloodshed and suffering. This man, who was scared by the twenty-eight year old son of a dead billionaire. And as he watched Diggle get further and further away, Oliver clamped his jaw tight, trying hard to repress a shudder as a thought ran through his mind...
… that Diggle had no idea how right he was to fear him.
I can approve you for Green Arrow once you have the sample done, but Dinah's gonna have to remain firmly in the supporting character status. Which means that in the same way I can't technically stop anyone from submitting an Oracle CS, I can at least say that she's vital to my stories and advise against the person trying to pick her up. You'd have to do the same, essentially.
Gotcha. Can the backstory – in that Ollie and Dinah were on the Island together – remain unchanged, but the actual sheet only be a Green Arrow one, for the sake of my concept? It all kinda hinges on that premise.
WIP. Just have a sample left to write. I know that this technically breaches the one character rule, but given that these two's stories are so closely entwined, I hope that it isn't too big of one.

Dinah grew up as a semi-formed badass. Made to train in a variety of martial arts by her parents, she was already pretty good at boxing, taekwondo, krav maga and Brazilian jiu jitsu, among others – and the Island forced her to change that proficiency into mastery, far beyond Oliver’s capabilities... which should really, really scare you. Like Ollie, she’s in peak physical condition, and is even better on her feet than he is, moving through her environment with the grace of an acrobat. She’s as multilingual as he is, and has gotten quite good with a staff and sword. Probably the most noteworthy development, though, is her innate ability to emit a powerful sonic scream.

Captain Quentin Lawrence "Larry" Lance – A captain at the S.C.P.D., and Dinah’s father.
Dinah Drake – Dinah’s mother. Owns the Sherwood Florist, a flower shop at Orchid Bay.
Sara Lance – Dinah’s little sister, twenty-one years old. Became close friends with Thea following their siblings' presumed death.
