Known Aliases: "Sweet Poison Killer" by the newspapers, "The Adjudicator" by himself.
Age: Appears to be about 5 years old. Actual age is undetermined, though extensive testing places the century of his birth somewhere in the 1700's.
Appearance: He is always well dressed in a suit and coat, sometimes even a dockers hat.
Psyche Profile: Subject is intelligent far beyond his apparent age. He is also manipulative and disarming. He refuses to eat meat of any kind, with the notable exception of the hearts of his "worthy" victims, which he devours ravenously with relish. He also appears to have a severe distaste of being dirty or unkempt, though this only extends to his person. The filth and apparel of others he seems to pay little mind to. He does not anger easily and exhibits few to no outward symptoms of distress when angry, afraid or sorrowful, preferring to articulate these emotions verbally on the rare occasion he divluges them at all. Finally, he seems to enjoy an audience to his work and expounding on its importance to anyone who takes a genuine interest.
Background: Little is known of the truth of Lionel's birth. The few records that have been collected indicate that he may have been the illegitimate son of a European noble. What is known, however, is that he lived in England during the 1800's, always posing as the child of some prominent figure before faking his own death. He claims to have been responsible for at least one of the killings attributed to Jack the Ripper and to have knowledge of the identity of that mysterious figure, though he would not divulge it to anyone. The most accurate records are from the past two decades. With the rise of the internet bringing about an exponential growth in information sharing, rumors began to circulate about a young boy who would be seen with the victims of various murders, who were always known to be unforunate and/or kind people in their communities. At first this was merely thought of as an urban legend, but as the technology advanced, private investigators began to try and find this so called ""childlike serial killer". As they too began to go missing, the story caught public interest and the name "The Sweet Poison Killer" was born. The more attention the story got, the more frequent the kills became. Until finally, after a family of three was murdered and their hearts eaten, a federal taskforce was estsblished to hunt him down. It took them ten years to find him, despite the growing frequency of the kills, as credible witnesses were strangely hard to come by and the boy seemed to also have an uncanny habit of vanishing under the noses of onlookers and captors. After his capture, he was turned over to us and has remained here under the strictest security since.
Skills, Talents and Learning: Lionel can speak English, German and Gaelic. He is also quite adept at moving silently and has a keen interest amd insight into the motives and interests of others. He also exhibits an uncannyy patience and strength of will, resulting in his ability to hold his breath for a long period of time and stand totally still for hours on end. He is also quite adept at climbing quickly and skillfully in an acrobatic fashion. He is a deadly hand to hand combatant, using martial arts rather than any weapon and striking for vital organs.
Power(s) and Capabilities:
Ageless: His body does not grow older.
Deathless: He cannot be killed, for when his body dies, his spirit retreats to a safe place and grows a new body identical to his old one, with his old body disappearing as the new one grows. This proccess can take anywhere from a few weeks to many years, depending on the extent of the injuries to his old body.
Incorporeal: He has the ability to make his body ethereal, and therefore unable to be impacted or restrained by solid matter. This means he can wall through walls, slip through crevices etc. He uses this skill in combat to tear out vital organs. He appears semi transparent in this state.
Charm: He has the ability to convince anyone that he is harmless and friendly simply by touching them.
Power Limits: His incorporeal state cannot be maintained for longer than two concurrent hours. It is usually only used in short bursts. His charm ability does not work as effectively on those with strong wills, though even in these cases he can still prevent others from attacking him if he has touched them. His charm will naturally wear off after a week, or a day in the case of strong wills.
Known Vulnerabilities: He can still be affected and contained even when incorporeal by energy attacks and barriers, such as fire, electricity, extreme heat or cold. Unstable radiation is particularly debilitating to him, causing him to become ill and will elicit a death within 24 hours if exposed for morec than two hours. These deaths take approximately 10 years to regrow from. Furthermore, if his original body is securely contained when he dies, his spirit will reform a new body within the confines of his containment.

Lionel has a very specific moral code. He takes upon himself the duty to "judge" others as either "worthy" or "unworthy". His basis for this decision is based on two factors: Whether a person is a benefit or a detriment to the world and people around them as well as whether they are suffering in life or are happy and content. The more suffering someone experiences and the more positive influence they are, the more likely they are to be considered "Worthy". Conversely, the less suffering one has experienced and the more negative influence they are, the more likely they are to be considered "Unworthy". However, counter to expectation, he only actually wants to kill those he considers "Worthy". He believes that by killing them he is rewarding them with eternal peace. The "unworthy" he seems content to leave alive, as he believes he is damning them to the hell on earth he will create when all the worthy have left it. That said, he has no qualms with killing those he sees as obstacles to his goal, though he will not "honor" these by eating their hearts.
