@The book of bad juju

You can totes start a Numbers club. As for sunbro, I actually left the post open in case you wanted to post a reaction.
Ooh, neat. Nice little chance to expand on my character's backstory here, so lets begin.

1) If number 39 isn't available to anyone, how is it explained in-universe why a card people have never seen used and presumably never heard of is the figurehead of a whole House, representing the whole branch of XYZ summoning by itself?

It's not expected that the characters understand what the cards are, or if they're really significant. The houses were named more for player/audience recognition. In-universe though, it's existence is known, as in it's in the wiki and people have heard of it/there's been speculation about it, but it's unavailable and no one outside of Industrial Illusions has any idea of how to get it or why it was never printed.

2) What is the canon status of the Rank-up Magic cards? Do things like Astral force or The seventh one exist at all, given that all of the monsters it supports are one of a kind and presumably their Ranked up variants as well? Probably just the Phantom Knight and Raidraptor support exist right now, but i'd just like to make sure of their canonicity

RUMs are still a thing and they still work. Because nobody has over-hundred-numbers though, nobody has a reason to be running the Seventh One. Whether it exists or not is a non-issue.

3) When you mention that Numbers cards still have a bit of power inside them, do people know this? Is this an accepted fact of the universe, that sometimes people playing a bunch of unconnected cards will suddenly act differently and go a little bit kooky?

It's been on the news. Some people take it as superstition, others do not.

4) Does Exodius count as an Exodia card, or is it more common then that?

Still rare in that you'd have to pay money for it.
Added rules for Turbo Duels and Action Duels. Also added a section about plot-relevant cards. Plot-related cards were chosen for plot-relevance over balance.

Footsteps could be heard- someone was running, and from around the building towards the trio. As the runner came closer, it was revealed it was a woman in a black blazer, dress shirt, tie, and skirt combo, her shoes slightly scuffed probably from having run towards them.

"Are the three of you still in the Gauntlet? If so, I'll need some help. There's been a call for help on the campus and all the other campus supervisors are busy. I'm not a great duelist and I'll only be a liability. According to security cameras, the violence appears to be between two students in the Gauntlet. If at least one of you is still in it, we could really use your help in solving the case." she rushed her explanation, panting, trying to catch her breath.
I want to say that the duel disks can generate solid vision, but it's massless because a little wrist mounted thing isn't going to be powerful enough to itself generate big solid objects with the disk itself being the main exception. There will, however, be Solid Vision with Mass generators once we get to do action duels, which will be a thing and I will introduce at some point.
@Ryik
Taking damage doesn't hurt the person, but it should still /look/ like it. If not from a narrative/artistic standpoint, then from a roleplay standpoint in which a person in that position might feel a reaction as if they had actually been hit. Kind of like when you react strongly after dying/taking a lot of damage in a video game; you don't feel physically hurt, but you still react to it as if you were.

"We draw." the cultist declared, producing a card out of his deck. He looked at it for a brief moment before placing another card from his want into the spell slot.

"We activate the spell card Jar of Avarice." he declared. A ceramic pot decorated with a face opened its mouth, the lolling tongue reaching into the cultist's graveyard and producing from it five cards, which were all shuffled back into his deck. Then, the disk produced another two cards before the pot disappeared. "It allows Us to draw two cards." he said, putting the cards into his hand.

"Now watch as he returns again! Ra's Disciple! And as you know, his effect activates! Come, Disciples of Ra!" Three identically dressed monsters appeared on the cultist's field.

"Next, We will activate the spell card Double Summon! It allows Us to normal summon one extra monster this turn, and We will choose Ra's Scribe! Now. History shall repeat itself, as We tune level 4 Ra's Disciple with level 1 tuner Ra's Scribe! Come forth!"

Ra's Royal Guard- the very same one that had been tributed then the very next turn returned to the extra deck had appeared already on the field. "Now! Ra's Royal Guard will activate his effect!" Thus the Royal Guard rose his Khophesh, the two disciples disappearing into simple flashes of light, absorbed into the blade, before being swung relentlessly at Aya. At that point, the solid vision had dispersed.

"W-well. I could do a tag duel but um. I have 30500 Life Points right now... I don't think it would be fair. How many Life Points do the each of you have?" the boy answered in a shy tone of voice but with an uncharacteristic amount of initiative in it.
@The book of bad juju

A teacher can intrude on a battle and a participant can intrude on a battle outside of the battle royale; but an outsider can't join in.
@GarlandDaHero

Aya got eliminated. I have a list of eliminated characters at the bottom of the OP for reference.

@Ryik

Declaring materials for a summon doesn't start a chain, it's a cost, thus you can't chain to the summon. Even if it did start a chain, chaining Order to Smash would mean Order to Smash activates first; meaning you wouldn't have materials on the field to make your monster with before chain link 1 (the summon) resolves.

What you want to do instead is summon Anabel, /then/ activate order to smash.

I also realize that Anabel doesn't actually have a cost beyond targeting. I must be getting old since things are slipping me. I said I didn't want to change Solar Legacies upon creation, but for the sake of balance, I'd like that this one either banishes or shuffles things back into the deck. If I were you I'd go with the latter.

Did you guys want a post IC out of me? If not, I'll wait for all of you to respond.
I've decided to rule that for the sake of current events, a tag duel will use separate life points but a combined field/graveyard, and the duel isn't over until both players in a team are taken out, meaning that when one player reaches 0, as long as their partner is still up, they can still play. At damage calculation, the turn player will take the damage. If the turn player reaches below 0 LP, their partner will take the damage instead. Turns will rotate as they do in the Tag Force games where Team 1 Player 1 goes, Team 2 Player 1 goes, Team 1 Player 2 goes, Team 2 Player 2 goes, and so forth.
