Meh. I'm okay with doing naval battles, but my Orruks are not an ally inclined, in fact they would just make the equivalent of giant canoes and mount weapons on them and call it "good enough" before slamming it into the enemy shore and deconstruct the entire vessel to use the material again for something else.

But if they are completely pacifist then I just make do with a colony of them somewhere as part of the checklist for my nation description.
I never said they couldn't be a part of your military, they would just be very uncomfortable serving under those who may remind them of the Orruks and that they are a more peaceful race. They would probably have low morale of anything else. Also, if you wanted an elite unit for them then use their Askari riders. Just think of Choccabos(?) from Final Fantasy that were larger and more aggressive.

Sure, just mind they wouldn't be comfortable in any army setting, being a peaceful race and all.
