The islands were Articuno is. There is a guy who will teach Icy Wind to any pokemon that can learn it.

I have Tentacruel, but he doesn't learn any Ice moves at any point. And I haven't come across an Ice Beam TM at all.

You can get Icy Wind though.

I am. I THINK Kabutops can learn Dragon Claw, but I need to evolve Kabuto first and I've already spent hours just leveling my current team. I don't have any of the ones that were on that list that can learn it.

Golem, Gengar, Raichu, Tentacruel, Machoke, and Fearow. Gengar is packing the moves to get me past Bruno and Agatha, but I'm broke as hell and, like I said, have no way to deal with Lance. I don't even have a bike.
