I'm in. Always willing to give a Yu-Gi-Oh RP a shot.

Power level is always going to be a tricky one with these and some effects just don't work well for RP purposes; aiming for Arc-V is fine but don't be afraid to buff or nerf people as appropriate.

UPDATE:

After some careful consideration, I'm going to say "Arc-V" is the power level, with any restrictions coming from the current state of the ban list, but primarily the setting, itself.
I'm going to research this and come up with an answer, but I think you're overthinking this a bit.

I'm concerned that you're focused a little too much on the card game aspect, and I would encourage you to focus more on the character. It's an rp, not a video game/local tournament; think "what would make a better story", not "how do I win".
I'm not sure I understand the question. Are you asking if cards from those eras are available? If they're not on the ban list, I don't see why not. If they only existed within their era without a real card in the game, I'd count it toward the "unique" rule I proposed.
For simplicity sake, keep to the current state of the ban list, which I'll be sure to include a link to in the OOC.

As for power level... somewhere between Duel City and Arc V; it's real magic again, and you're fighting real monsters, but what you're doing is supposed to be secret, so escalating to summoning a big monster that's knocking buildings down right away is discouraged within the setting, even though it's technically an option.

If the title doesn't make it obvious, I'm imagining a Yugioh type setting, but instead of the usual setting (the world and its technology and society's revolve around this card game for some reason), Duelists are a bit more unique. The card game exists within the setting, for sure, but the magical angle (shadow games etc) is back, and with a horror twist.

Urban Horror; there's a supernatural world/society just beneath the surface of our mundane reality, and The Duelists' Society, with their ability to bring the game to life, secretly protects the world from things that go bump in the night, and occasionally clashing with a shadowy cabal of antagonists they know simply as "The Conspiracy".

If this game gets off the ground, I would ask players have no more than 2 characters, and allow 1 unique (made up) card per player (subject to approval). I haven't decided how running the duels would work, I have a system that has worked pretty well in the past, but there should still be more focus on character interaction and rp.
