This just sounds like you want a medieval fantasy roleplay but you don't want to put any effort into making it and want others to do it for you...! It just seems like that...!
Yes this is called a sandbox r-p. The Gm acts as a rules enforcer while the players tend to do what they want.These kind of r-ps are defined by the quality of characters rather then the quality of the story, as such it is more open to characters and ideas from players with the gm just baby sitting, and or having a role in world development/there own character.
Sadly these kind of r-p's tend to fail if to many of the characters are bland and uninteresting cliches.
