Long and complete answer: I've seen what the typical CCG and Ghoul scenario gives. The first issue is that it's chaotic and demands a lot more work than is needed.
An RP with two opposing sides constantly clashing would require a large group, and we don't want this.
So, here's my say. We do not want anyone to have a Dove as their main character. We will make it possible for people to make NPC's and side characters to build the world of this RP as well as antagonists. But the OP is clear, you have to make a ghoul preferably part of the orphans left behind and survived for 8 years.

CCG Rating: S~ Her passive behavior makes her rate difficult to assert as she's rarely been engaged with CCG officers. It is but an estimation.
Kagune: A very bizarre Kagune to say the least and rarely seen due to its nature Asoka prefers to conceal unless necessary. Revealing itself as three tentacle-like silver Kagune, the same shape as Rize's though broader (think the tails of a tailed Beast in Naruto). They're silver in color, hence the name Mercury, but the biggest characteristic would be the viscus attributes it has. It almost seems to be liquid and fluids appear to drip out constantly from it, only to have the droplets vanish ones hitting the ground in minuscule clouds of steam.
The unique thing about this Kagune is that the Rc cells seem to have a deficiency in their hardening mechanic as they are stuck at being too spread out from each other. Consequently, it almost seems to be a liquid Kagune. It holds little to not defensive and offensive capabilities, barely capable of grazing the skin of a Ghoul let alone defend from their attacks. Other Kagune cut through this one like butter, giving Asoka zero defensive value like offensive. The catch however is simple, each Kagune can divide into four smaller tentacles and being viscus as ever it is also swift and insanely flexible. The liquid factor comes in here, as it is capable of molding itself to infiltrate minuscule pores in both organic and inorganic things.
In other words, her Kagune can essentially infiltrate any form of organic matter, especially Rc cell rich ones, as well as inert objects with crevices. She can thus easily sneak in her Kagune through pores in concrete for instance and catch her assailants off guard. When infiltrating something, she can make such things an extension of herself, as such her weak Kagune can become a giant fist of concrete, but the worst would be when she'd infiltrate other Kagune or the bodies of enemies. She can cause the affected members to pop and have her liquidated Kagune spread to swiftly posses and/or kill them.
She can also sever her Kagune a la Nutcracker and either have the pieces quickly retreat to her or have them be stationary. After a few seconds, they will start to evaporate and cover the air with a noxious gas. Although not deadly, they strongly disorient vision and hearing while leaving a terrible headache. It smells like really bad bleach that's been washing a freezer filled with rotten food. She can also be affected by this, hence her gas mask.
RC Type: Bikaku
Special Quirk: Having had a rather difficult Kagune to use when younger, Asoka was forced to compensate by focusing her efforts, with the help of the old man, into martial arts and general self defense. Unlike most of her 'brothers and sisters' from the mansion, she relied more on her flexible body and mastery of different martial arts. She isn't a God at it of course, and with her recent practices she hasn't honed her abilities too much, but her rating can go on par with Kakujas because of this.
Leading more than a few gangs, Asoka has made herself a reputation and needed an icon to make her recognizable. Enter The Umbrella, a tool made similarly to Yamori's with Kagune-like efficiency. Although most of it is thin and has little defensive value, it does serve as a Bulgarian Umbrella as it can fire up to three small projectiles with tranquilizers. It also holds a concealed cane-sword and a blade that can protrude from the top. Among Ghouls she holds the title of "Umbrella Loli".
She knows a lot about a Ghoul's anatomy despite hating their flesh more than anything else. She didn't have to kill too many to know, as once in a while a little moron would get a little too cocky and required Asoka to tie up loose ends. Her tools provided the means to show such morons the righteous way. She fully understands that the Kakuhou is the most essential part of a Ghoul and often targets that part when possessing a body. She is capable of clogging it for a limited time with her Kagune, or otherwise destroy it.
Personality: A word that would best describe Asoka would be opportunistic. Like many ghouls, her morality is severely warped, though she doesn't orient it toward sadism and such. Heavily pragmatic with a large amount of sarcasm salt to go full-on "No Bullshit" mode, she has a zero tolerance policy for irrational blather or anything that she cannot grasp. Consequently she also limits her need to expose herself to danger. Concepts such as Spirituality or Intangible bonds are rather annoying gimmicks that distract her very business-like demeanor as make her job a whole lot harder.
Although she conceals this behind her higher intellect she needed to survive in her early years, Asoka is a gargantuan control freak with a possible superiority complex that came afterward. Somewhat fitting to her Kagune's controlling traits, she has a really hard time with people saying No to her or disobeying. Heck even disagreeing with Asoka will make her irritated and quickly enter a fit of searing rage. Luckily, she isn't shy about lying and cheating to get what she wants, her lack of any convictions other than her own gain make it easy for her to change her position on things when times are dire. She's a survivor after all.
It isn't rare for her to add salt to the wound by mocking individuals showing clear submission or inferiority toward her position. She's clearly mocked the CCG more than once when they attempted to handle her current cartel, wearing rather silly masks to remind them of how much of a joke she saw them as.
While sadistic when needed and heavily cynical about anything, Asoka is rather vain and has refined tastes in everything, including sex. Promiscuous, as a ghoul she never really did abide to any moral code, as such never truly understood the meaning of a close bond after the old man expired. She does love everything that is cute and pink, all that girly stuff, for some reason. She also holds a sweet soft side for children, possibly motherly instinct or just seeing herself into them and her past struggles.
She hasn't gone into a "Tension Boogie Woogie" state yet. But if she does, it'll be very funny.
Backstory: Likely abandoned, Asoka never really knew how she ended up alone in such a young age. The old man found her almost starved to death and evidently incapable of acting independently. Like many others, she was brought under his wing and was offered a kindness that her little mind had never even witnessed beforehand. Because she was so small, she recovered quickly from such experiences, chalking them up as just the equivalents of bad dreams. Though a problem quickly emerged and it was her large dependence on the old man. Asoka was clearly the baby of the group, always clinging on her provider's leg and when grown would always stay in proximity, be his right hand man.
This was truly disconcerting, especially when she was rather timid and rather upbeat despite her experiences. Evidently when came time to initiate her in battle, Asoka displayed poor results, especially with her unusual Kagune. Clearly with her behavior, dependence and lack of offensive power, the future looked bleak for Asoka. The old man considered the Kagune not worth the effort yet and oriented Asoka toward a different type of training, the one where she'd utilize to the maximum her superhuman skills to gain an advantage.
Luckily for her provider, she had a rather efficient brain when it came to learning and acquired martial arts capabilities quickly enough. Her ability was good, but her discipline was simply not there. She still remained overly reliant on others when applying her abilities outside of home. It came to no surprise that she was both heartbroken and left terrified in this cruel world once the man didn't come back. Her 'siblings' would eventually leave, one by one, and her time would come soon as well as she needed food.
The cold, hard truths of reality nearly killed her, of course, but it was never enough to permanently put her down. Slowly but surely, she lost any form of desire to depend on anyone, whether it is affection or help. She's practically forgotten about what the man had brought to her and decided to flip reality off as it did when she was left for dead when younger. As luck would have it, the same ghouls that made her life so hard weren't exactly the brightest, since education was hard to come by for them. While not eloquent at the time, it wasn't hard for her to make it clear that they'd gain X amount by doing X things, which in the end she'd bank on a lot.
She brought he goods to the simpler ghouls, and in return many more flocked to this "Umbrella" individual. While she didn't have her weapon at the time, she did carry around an umbrella everywhere as she really hates rain. Her megalomaniac tendencies grew at this point, leaving behind her lovable and shy persona just as her parents and the old man left her behind, the 12th Ward's "Kingpin" was running operations, though the extent of her influence is very questionable. Unlike many ghouls, she never really bothered to show her prowess to the CCG or rival ghouls. To her, she'd benefit more from simply sending minions to do everything for her. Plus the "Leading operating in the shadows" image made her all fuzzy inside when she thinks about it.
When someone say Kingpin, one says many gang members, and when there are many gang members, there are quite a few deviants around. She was quickly initiated to the hardships of a leader and the "necessary" actions to take on more volatile individuals. She was able to develop her Kagune through various "punishments" and torture sessions which she didn't particularly savor but did learn a lot about. Through racketeering and simple transition of goods, she made herself quite the amount of capital, and that didn't count for her talent involving numbers in which she did use to guide various investments to make herself quite the stash of cash. Unfortunately using this much money as a ghoul is rather impossible without the CCG sniffing her out. As such, her net worth gravitates to the double digits these days. The student life, aye?
On parallel to all her shady operations, she led a normal life in a normal apartment. She did go to highschool and behaved like her shy self when she was younger. She graduated in top ranks and is currently aiming for a Bachelor in Statistics. Due to her experience in manipulating money and all that smelly stuff, it came to no surprise she cheesed through most of this discipline. Asoka seemed to have countered all odds against her and hit the highest point a Ghoul living in the street could dream of, reaching a normal human life, but now the compulsive need to maybe remember her lost self pushed her to agree into returning to that place. A pointless action, but she didn't want to keep this feeling bottled up.

Man eating individuals. They cannot eat anything that is not the flesh of another human, or another Ghoul if they are desperate enough.
Scorned by society and despised by humans.
They have but two options; to live in secret, feeding off the victims of accidents or suicides so as to not starve, or go out every night to hunt their game.
They possess several special characteristics. Inhuman strength, a healing factor, speed beyond those of humans, enhanced senses, a skin hard enough to stop bullets, and the organ that has put them at the top of the food chain.
Their predatory organ, the Kagune. Hardened RC Cells that allow them to hunt their pray. They serve as their sword and shield. Some are brittle and speedy, some heavy and harder than even steel itself, they come in different shapes and colors, and some may even be pretty. Make no mistake, however, despite how they look, they are all lethal.
Their lives are ones meant to be lived in secret, making sure no one sees them, making sure no one discovers them, lest they want to be prosecuted by the feared CCG. The special police meant to regulate Ghouls. If one is discovered, they are authorized to shoot, and kill, on sight.
The humans adore them. They are their dedicated protectors, against the scum known as Ghouls. They are the only shield standing between them and the feared man-eating Ghouls. Even as they are admired, they too aren't any better than the Ghouls they kill, and sometimes slaughter.
No person is the same. Meaning that no person is as kind as any other person. Meaning that no person is as cruel as any other person. Yet, this might seem like a lie.
A CCG Investigator can be as cruel as any one Ghoul in search for their food. A Ghoul can be as kind as a human mother trying to protect her children.
The true nature of a person is always uncertain, even of those you call friends....
Our story centers around a group of Ghouls, that met as kids in a dirty street of one of the Wards in Tokyo.
Having lost their parents, or perhaps discarded by them, they knew not how to survive in this harsh world, and with no relatives whatsoever, they truly would've had no guidance had it not been for a certain old man that helped them.
His kindness knew no bounds, and they had caught his eye. He took them all in, having the resources to afford having all of them in his house. A huge mansion, way out of the road and considerably well hidden between other more ancient buildings.
Once dressed properly and with basic education, the man discovered something. They were not normal. At least some of them.
When they tried to take a bite out of the food he offered them, they felt like vomitting. The meat looked delicious, and yet they could not stomach it down.
It was a shocking revelation for the old man. He knew that they were not humans, but Ghouls. And still, he smiled, as neither was he.
With this new information at hand, the man taught them how to use several of the special traits Ghouls possess. Using a Kagune, controlling their inhumane strength and other abilities, how to feed without having to kill, how to control their Kakugan, and how to better control their eating urges, through the use of coffee or similars.
The man schooled them, taught them how to mesh in with human society, and even allowed them to assist to school.
One day, though, the man was killed without previous notice, having had to fight for his life against the CCG, but never once revealing the existence of those children. His most precious treasure.
His mansion was burnt to the ground and they were left without a home once again.
They decided to go their separate ways at such a time. They were still in middle school, or perhaps even in elementary school.
Perhaps they still saw each other from time to time, or perhaps they suddenly up and disappeared, there are many things that could have happened.
Yet, somehow, they all ended up in the same place. 8 years later, nostalgia hit them and they decided to visit the ruins of the mansion in which they lived the best years of their infancy, only to meet the others once again.
And some others not quite as familiar. Despite the fire, the foundations and walls of the mansion had not burnt all the way to the ground, and it hadn't been demolished either, instead serving as a refuge of sorts for a group of kids. Apparently, orphans.
When one pranced at them, they saw that the children were in fact Ghouls. Orphans like themselves who had somehow found their way to this house.
Was it fate? Was something telling you that it was the time to repay the favor? Regardless, you decided to stay and see what you could do about it....
So to be clear from the very start, this is a reboot from GrafRoy Zeppeli's RP, Tokyo Ghoul ∑. Because of his sudden departure as well as decreasing numbers, we have found it adequate to relaunch this RP with I myself having control over the Opening Post.

This is the story behind Tokyo Ghoul ∑. You, the players (included me) have discovered a group of young Ghouls. Some may decide to take care of them, some may decide to just leave them to their own fate.
Regardless, each and every one of your decisions will affect the course of this RP. There are several things against you. The CCG. Other groups of Ghouls. Perhaps even the same children. As expected, the world is your enemy. Because otherwise it wouldn't be fair, right?
The RP will take place in the 5th Ward, in Bunkyo. In here, Doves and Ghouls are matched in numbers, and both of them are pretty numerous. They engage in skirmishes pretty regularly, and at current the Doves have the upper hand.
They constantly search through the city for Ghouls, and those same Ghouls retaliate at each opportunity they get. A group known as The Apex Hunters is the CCG's most troublesome enemy. There is not a single Ghoul in this Ward that does not know about them, and the same goes for most humans.
You've got 8 years to make an interesting backstory, and not every Ghoul has to be pure blooded, or born one. One Eyed Ghouls will be accepted, but only one. I want every character to have an special quirk.
Perhaps, they have two types of Kagune that they inherited from their parents? Perhaps they are a born One Eyed Ghoul? Perhaps their cannibalism has finally blossomed into a Kakuja? Get wild with this!

Interact with other characters. Not necessarily positive interactions. If your character is shy, then just have them brushing the others aside or something.
Romance is heavily encouraged, but nothing beyong PG-13. Anything past that goes to PM and you have to leave us with a cliffhanger and a fadeaway.
Pointless swearing and dirty jokes are all right OOC, if everybody is all right with 'em.
Also, if you are chatting with another member of the RP about something unrelated to the RP, and the chat drags for too long, take it to PM's.

Character Sheets need to be posted in the OOC. They will be checked, reviewed and depending on how they are looking, I will accept them. WARNING: This does not mean I will accept every CS thrown my way. This is not a 'First Come First Served' kind of thing. I only want dedicated and literate RPers to follow up with this.
That said, it doesn't have to be perfect. As long as it is well written, has decent grammar and is readable, it will get even more chances of being accepted.
To actually consider accepting your CS and as proof that you've read the rules, answer this question somewhere, wherever, in the CS: Who is your overlord and Savior?
I want every IC post to be at least 2 paragraphs long, or 2,000+ characters if you write by lines like myself. For battle sequences, please make a collab. Do it by PM's or through a pad in titanpad.com or similars.
If you are going away for some time and can't post, then just tell me. I'll have to Godmod 'em a bit, but nothing major.
I usually give people the benefit of doubt, so if you can't post for a while, I'll wait for you at least a week. The others are free to move on and handle your character as they see fit to go on with the story. If you get past that week, your character will have a sudden and horrible death.

I want to be clear on one thing, while I do hold executive power over what rules are put here and all that junk, I don't consider myself as the all powerful GM, for this isn't my RP. Instead, since we're a small group, I believe we should work democratically. That said, I will confer myself the power to settle issues on my own accord if things go sour. Hayasori Mansion
A man named Hayasori Ren came into money rather mysteriously. With the money he made, he built a mansion in the sticks of the 5th ward.
Doves constantly pressed him, but forging RC factor reports was an easy matter for him, concealing the fact that he was a Ghoul.
He had never been violent to begin with, and he fed off the victims of suicides or those that had been killed by some other criminal. The man didn't like staining his hands, and he didn't seem too fond of fighting, despite being able to fight expertly and even training people of his own.
8 years ago, his mansion was burnt. The children he kept with him dispersed across the wards, perhaps finding refuge somewhere else, or not at all. Regardless, he did leave them a sum of money. Something they would probably burn through in a year, but enough to get on their feet.
Now, the mansion serves as refuge and solace for other orphans, all of them Ghouls.
Sakura Clinic
The Sakura clinic has been a longstanding spot in the darker shades of Roppongi. Originally an old love hotel who couldn't keep up with modern times, it was refurbished into what it is now by Doctor Sakura, a fallen-from grace surgeon. Initially financed with Yakuza money, it is rumoured to run other sorts of paralell business, such as painkiller and opioids smuggling, and even crime scene cleaning.
However, ever since the old doctor died and its successor, Doctor Kurosawa took the reigns, the truth surpasses the rumours. It has become ever since a ghoul hub, and almost if not all ghouls in the third ward have at least been once there. A tacit agreement has been made to behave and never drag fights into the clinic by the ghoul community overall. While the alias of doctor Kurosawa is Honeybee, and is known as relatively harmless ghoul among its peers, rumours state that there's an even stronger ghoul lurking at the clinic.
The clinic strictly segregates the three worlds it lives between floors, thus, the first two floors show no difference from most clinics, and they are specialized in all the basic ailments of humans, and even surgeries if need be. The third floor, which is sometimes used as storage room, still inherits a great deal of the love hotel structure, and more often than not, it is where the normal crooks go to get themselves treated.
The fourth floor, which bears little to no modifications (as it was closed for a long time) save a couple of rooms used for examination and cures, are the actual ghoul territory. Since ghouls do usually have a regenerating factor and are not very picky with their tastes, Doctor Kurosawa did not spend much money in reforming the place, with one exception: She has also made her residence in this floor, and has taken the former deluxe suit as her private dwelling and laboratory.
The clinic also sports a large cold storage in the basement, which includes an ambulance garage and corpse deposit. It is this peculiarity what allows the ghouls to use the clinic as feeding and supplying ground aswell. The size of the actual basement is often hidden and understated.
Needless to say, the funds required to run the oversized clinic are rather hefty, but the triple, maybe even quadruple business that it is run there more than often compensates for it.
