The three tier system is largely agreeable, but there are instances of half-tier characters that we have used in the past (I know we consider certain characters to be either tier 1.5 or tier 2.5). It may well be worth using five tiers just to separate these differences out as objectively as possible.

The three tier system is better than the current system, however, and it does have its merits - but I think it is worth considering narrowing the tiers and creating additional tiers for higher clarity. The bottom of tier 2 and the top of tier 2 are wildly different in power level, after all.
It's the sort of thing that requires the input of the most senior members of the combat community. I would certainly be capable of creating a new system, but it needs to have been created with input from as many relevant members of the combat community as possible in order to ensure that it can be universally agreed upon.

It's the sort of thing that needs to be brought to attention rather than delegated to a single individual willing to do it, you know?
The categories of UR/MP and Powered and such are still too vague for legitimately meaningful distinctions in ranked combat, in my opinion.

If the Ranked system intends to be serious, there will need to be smaller divisors with which characters can be categorised - you can be fairly high on the UR/MP scale and still be matched against someone who barely qualifies for that tier? It's an avenue of thought that at least merits some discussion if the ranked system is intended to be genuinely indicative of skill.
If you are requiring additional judges, I have a similar level of experience and expertise to Innue. I would be happy to offer my services should they be required. :)
I feel like the tier system here is too vague to realistically be applied to a lot of characters, though that's probably most indicative of my background in combat-based roleplay rather than the general case.

The system that I (and others who originate from where I do) use categorises characters by the scope of their power more specifically than the existing tier system posted above does. Part of me feels that the bands between tiers aren't concrete enough or small enough to realistically differentiate between characters that broadly fit into a given tier at opposite ends of the spectrum - but upon closer scrutiny of the system I'm used to using, the problem still exists even if it is lessened in comparison to the system used here.

Following this, it may be worth having the most experienced members of the combat section come together to decide upon and create a new tier system (assuming that such has not already been done)?
I will be using hand crossbows, so unconventional weapons are fine!

You just have to show the general gun-wielding populace that a single jammed bullet can get them killed, and more reliable weapons are for those truly mad/serious about survival enough to make it in the world.

And certainly beware someone who juggles their weapons like commas. Such a woman is certainly to be feared.

"Oh, you will?! Oh, my little Kim! He went to the Battle for the Gate, you know? Yes... The Black Gate... You know where that is, don't you, dearie? Let me see if I have a map..." The old woman mumbled, before presenting Shio with the box she had gotten down on the shelf.

On the box would be a simple image of a gate in stark black - it seemed that this was the map that was to be given to Shio.
"He went off to fight in the war, you know? Yes... I know that he isn't coming back because he's trapped there... No, he'd never leave his dear old mother alone for no reason... He must have died, he must still haunt the battlegrounds... There was such powerful magic in that war, oh yes, and there were lasers... Yes, the Lord of the South had a laser once, you know? But it can't have been that laser that killed my little Kim... No... I'll not rest until he's been put to peace! If you let him finally come home, you can have the box and the keys, dearie! Yes, just let him be at peace..." The old woman started, before trailing off and mumbling to herself under her breath. While she had not been very specific, perhaps that was part of Shio's task.

"Yes, set my little Kim free... The sands are so hot this time of year, I can't imagine how he's coping..."
"Oh, I miss my little Kim dearly..." The old woman lamented, clearly not paying any attention to what Shio herself was saying. As Shio began to explain herself, she started to fidget around the small counter that she was hunched over behind, briefly disappearing underneath the desk before retreiving another key, very similar to the one Shio had already gotten, but a dark black in colour.

"Do you have anything to trade, dearie? This was a shop, once, back when little Kim could help out... Oh, we had the finest stock... Suzuno herself made my blades, you know? We used to have a shop in Orin, my little Kim and I..." The old woman began again, turning around to grab the box that was on the shelf as she did so. She placed it on the desk, looking longingly out of a window that no longer existed.

"If you can find my little Kim, you can have the box. It has some of Suzuno's knives! Nobody ever came to buy them, not after little Kim went off to war..."
