Hmm, I'll pm you about some stuff, but other than that it looks pretty good
Emil hopped out of the vehicle wit no small amount of energy. It had been a while since he was last in town, and there was much to do, at least as long as the Ulfric didn't need him. Still he waited for a small bit, and receiving no orders, he began to wander, letting his nose and ears guide him past a couple coffee shops and down the street a ways. Finally he reached a all to familiar corner, the sounds of the light traffic and the placement of the streetlight and stoplight being the most tell tail markers. Turning Emil stared blankly at the large stone structure, a small grin on his face. Today was probably a slow day, the cold keeping most people home, but the other Librarians he had once worked with were probably all still there, doing inventory or other busy work. He would have liked to once more opened the door, to immerse himself in the musty smell of so many books. But, sadly, the old library was no longer where he belonged. Emil smiled and turned, making his way back to one of the coffee shops that he had passed, resolving to use his pocket change to get a small muffin.

A bell jingled as he opened the door to the warm shop as Emil quickly entered, not wanting to give the heat a chance to escape. Using his cane Emil made his way to the counter, a light rustling sound giving the person behind the counter away as the slowly stood from where they had been hunched over doing something. "Ah reading a magazine, that's it." Emil thought with a grin as the smell of the heavily inked pages filled his nose, mixing with the smell of coffee and baked goods."Can I help you?" the cashier said as Emil came to the counter.

Emil beemed as he rested his cane and fished through his pockets "Just one muffin please, really anything but chocolate. Ooh Blueberry if you have it!" He heard the small, repressed chuckle that the cashier made at the sight of the grinning blind man digging through his pockets, debating witch muffin to get. Finally he felt the familiar edges and imprints of a four dollar coins he kept. With the crackling of the paper he reached reached out with the coins and traded them over the counter for the small bag. "Four should be enough right?"

"Yah, its good. Let me get your change."

Emil shook his head "Keep it, and have a great day." he said as he gathered his cane and set off back towards the group as he exited he he would pass Acacia and Ryan, tuning his ears to their conversation as he did so, but continuing on his way as not to be overly rude. When he finally found the Ulfric and Marrec, he was ripping pieces of the muffin off and slowly chewing it "So those two seem to be getting along."

History: To say that Aldo Corvatta came out of nowhere a good number of years ago, would be an understatement. One minute no one knew his name, and the next he was leading a bio-medical company that was slowly eating the proud Teri Technologies, and forging what would become Tetri-Corvatta Medical technologies from its bones. The canopy was abuzz with whispers about this newcomer, some saying he was just some low tower nobody that had made a few lucky decisions and had found himself in the big pond. Others that he was the lone child of some eccentric tycoon, that had inherited his parents wealth. Perhaps all the rumors had some truth to them, perhaps they didn't, it honestly didn't bother Aldo that much as he sat in his own grand apartment in the glittering canopy. Over time the rumors faded, parties were held and attended, auctions won, advancements made. Throughout all of it Aldo maintained his public figure and standing and that of his company, and now ask any soul above the ground floor what they think about them, and you will only hear good things. Aldo has even made a name on the ground, with Tetri-Corvatta owning, and opening, many of the free clinics that treat the masses. But like all things on the ground, they only really care that its there, not who id behind it. As they have another figure to deal with.

Almost as suddenly as Aldo appeared on the canopy, so too did the Gargoyle appear on the ground level. He started out small, his group only running small scale stuff until they suddenly exploded outwards, engulfing smaller gangs first the Gargoyle's group carved out a large section of the underbelly for themselves, and it only grew over time. Especially when they began to run spice, on of the few groups to do so, securing the Gargoyle as one of the primary Crime Bosses of the Under City and and spot on the NRPD's most wanted wall. Still through all the horror stories surrounding the group, it is said that they stay loyal and only follow a small set of rules
1) What Gargoyle says goes
2) Never betray your own
3) You are to not to harm without reason
4) You are to keep the peace within the Territory
What is the technology level for things like transportation, combat, and personal communication?

How difficult is it to move from one level to another. IE. From canopy to ground and vice versa.

Transportation is usually done with your own two feet (due to the lack of space for cars), but for long trips across the city there are Vactrain systems in place that are much like the metro systems of today, but only really in the canopy, roof, and under city. Air transport is also used, and mainly consists of VTOL craft designed for tight spaces.

Combat varies quite a bit, with your common Ground Level weapon would be very much like they are today (semi auto handguns for your normal thugs, shotguns, automatic rifles, etc). But with the police forces (and private security firms) of the canopy useing compact railgun designs, and compact gauss cannon tech for the mechs. But also encompassing anything in between.

Communications are usually done with small hand held devices, or tiny earbud like devices. In the case of the small hand held devices, they are no bigger than our average credit card and are made of a clear material on which their semi transparent display is rendered. Other than that they are used very much like cell phones, video communications included. With the earbud version being simply like bluetooth, that can hook into augmentations in your eye to display information.

Now moving from one level to another can be done a few ways. Using lifts that dot around the internal structures, and vary in size from small 4-5 person elevators to huge cargo lifts (the most common way), using the literal stairs (usually only done if your going up a level or two), the maintenance ladders around the outside of the Hab Towers (if your feeling a touch suicidal), or you could take a VTOL (if your rich). But in the case of going down its not that hard, push a button and your on your marry way. Going up however might require an id check and a lift scan at least (and maybe a check by an armed official depending on where you coming from). But really it depends on what level your going up to, and what method your using to ascend.

The year is 2055, and the world is a much different place. The world’s population has exploded in the past few generations, causing the already crowded streets of the world’s major cities to fill to near bursting. This plus upheavals in cultural and the international infrastructure, strained many of the worlds old governments to the near implosion point, a few actually falling in the upheaval. But the chaos was to be short lived, as mega corporations used this moment to seize power from most of the old governments of the world. They restored order, their kind of order, without much of a fight.
To compensate for the population demands huge public works projects began. Great Hab towers began erupting from the skylines, soon coming to dominate the view. As the great towers reached their final heights huge platforms began to be constructed between them, sealing them as the crowns of the sky, and the Rich away from the masses.
These cities were aptly named Neo Cities, for their new approach and the new order which they served.

That was the hope anyway.

Welcome to Neo Roma Built over what was once called Chicago, it was one of the original Neo cities (Now commonly called hives by the people of the lower city). It was once the shining example of what the New Order and the new cities were supposed to represent, a fresh start for us all. For a time it embodied this dream, but as time went on and the population of the city just kept rising, due to immigration and natural births, the city changed. It began with the Police losing their already tenuous grasp on the Ground Level, allowing the crime lords to infest and control that part of the city, and has continued with the introduction of the drug only known as Red Spice.

Now what was once called "The city of dreams and new hope", seems to not be able to make itself dream past tomorrow. Still that has not stopped motivated individuals who have taken up the good fight in the under city, but theirs is an uphill fight as new players on the top and on the ground have entered the game.

The only question I pose to you now is this. Will you be the one to save the city, or will you seize what its underbelly has to offer?

But no matter what you choose remember this, nothing in Neo Roma is ever as it seems.
