Excellent! Ill have the bio up soon. Can we have any perk? Or does it have to have the corresponding SPECIAL stat for it to work? (e.g. ill need 10 perception for concentrated fire.)

Its basically an information network, mostly it would be composed of just a load of normal people that have been bribed to tell my character anything interesting they might hear.

Might work with raider and merc groups, but he wouldnt have any soldiers or guards directly under his command.
