I think he's talking about it being a part of the vanilla game. Since console commands or mods wouldn't make the Tunneler's destruction canon. Though then again: it doesn't necessarily strike the possibility from canon. We just need another Fallout game in the area - or close enough - to confirm it. Engine capabilities could just as well choke the choices that one can make.Like how there's no real significant weather in the base game. Either because they couldn't fit it in the engine without severe knock-backs against the consoles, or they didn't have time. You got to mod weather in.

It's really just a matter of having the game see nuke models as landscape objects or something. Engine won't met you interact with those by like, dragging that shit across the world map. Think of them in the swim vein as buildings. Can't pick them up with your drag key like ammo and bodies. Just how it's coded into the engine. Devving for Arma made me cynical about games...
