So, you want Ming to essentially be an airbending master at thirteen. No. There are twenty-six tiers to airbending and some monks don't even get close. Aang, the Avatar, was the youngest at 12, and he only got 25 tiers as well as made a new technique. The character feels like you just wanted to "Master airbending, then move on to the plot" and I'm not going to allow that. There's not a strong enough sense of culture or identity, and there's no way he mastered advanced-level techniques at such a young age.

There is a young airbending master in the new episodes with Jinora earning her tattoos at a young age.

In the new episodes, they're rebuilding the Air Nation. I doubt they're being taught as strictly as the Eastern Air Temple is now. Furthermore, Jinora is the one whom got her tattoos, and she is the grand daughter of Aang.

It's not a good idea to question the precedent set by the Mod. Even if it happened a handful of times, it's not enough to justify commonplace exceptions. That's the reason why the mastery tattoos that Jinora received aren't arguably as difficult to get as the ones Aang received. Different cultures at different times. In an era of rebuilding, the rules are most likely more lax than they would be in the stoic era of attempted enlightenment.

We have more Airbenders than Earthbenders at the moment. I personally don't mind what you make. Earthbenders have the second largest array of subtypes, but Airbending is fun as fuuuuck, so it's personal preference.

I know I created this roleplay as a casual, but that doesn't mean I'm willing to take casual-level characters. I'm not insulting anyone. What I mean is that my goal is to preserve the health and variety of this roleplay, and that includes a lot of rather strict aspects to the Avatar world. I understand that everyone is apparently excited to see this interesting story and be part of it, but at the same time, I want everyone to know that I'm excited to see interesting characters made for this world to fit in it just right. Creativity doesn't need to break the rules or be something that questions the status quo, it can be something innovative or a new perspective. That said, take time and put effort into your characters. Even if we only do 2-4 paragraphs per post, I want the quality to be high. I might not ask for much in terms of amount, but activity and quality is what I aim for.

Honestly, I wasn't intending upon starting him off with it. Simply giving him to the potential to advance into it as the roleplay progresses and the cast (I assume) trains their abilities to better combat the Phoenix Kingdom.

While valid points, here are facts about me. I don't care whether the whole cast loses or the Phoenix Kingdom reigns supreme. It is my staunch belief that I, as GM, create this world and am here to tell a story as it unfolds in it. Whether that story is of uplifting success or tragic defeat is of no consequence to me.

Characters should be able to advance without needing Advanced Bending Styles. As a matter of fact, some literally never develop them. Regardless of progression or attempts, some characters might just be inept in terms of learning to Lavabend, plantbend, metalbend, sandbend, bloodbend, etc.

Not all characters are created equal. It is my stance that a character is meant to be an influence on others and the roleplay, not become powerful. Influence may mean influencing those whom are powerful. It may mean using a unique skill when the time comes. It may mean forfeiting one's life when the situation calls for it. This is as much a literary fabrication as it is a whole new world.
