Likely, I will allow a lot of personal (by personal, I mean squad leaders basically co-GM'ing their team and making their own plots) freedom until the roleplay becomes stable. I believe it is paramount that teams have their informal roles, character relationships, pre-existing dynamics and even roleplayers feel the plot is solid before I move it forward in a collaborative directions. Basically what I mean to say is: the first stage of this roleplay will be a sandbox. If you want to be a squad leader, expect to be plotting a lot, making NPC's and villains and sub-plots, working alongside me with your development, etc..
I have a 'general' CS outline you can copy via using the raw text portion of this post:

H.A.N.D. StatusBasically, I don't want these characters just stitched together. I would prefer if most of you were actually of a military or federal background, probably WWI veterans, that opted into this program due to exemplary service. Of course you can stray off, but I want there to be a sense of uniformity as well. Solid reasons, strong backgrounds.
HistoryThe history of your character. Although important, I understand not everyone is a huge stickler (like me) about the details, especially in a superhero roleplay. That said, I will allow this to be a bit shorter; I created the HAND status separated to allow the lenience here.

That said, I am a student do have work to get back to. I'll work on an OOC tomorrow as well as an IC and CS thread. Go ahead and post rough CS's here to give everyone a general idea as to what we'll be seeing and I'll review them at a later date.
