Savo said If this was a game, I would be obligated to level everyone equally. I'm the guy who actually takes his time to level up characters equally, no matter how difficult it is or time consuming it is. So honestly, expect different people to join in Kamis party as he will have no throw aways or use once.
I just pick my four favorite characters and go from there (coughnaotocough). I'm going to assume characters battle roles, so correct me if I'm wrong, but here's what would probably be my "best" combat party in a True Self game:
1. Kami
I feel obligated to include him, Rui, or Sachiko. Rui has Garu which is a bit useless for my team, but Kami got that Zio. Sachiko also has Zio but has a more magey approach and that doesn't really do it for me for a "party leader." Arm Chopper's a nice bonus, too.
2. Noboru
His physical prowess would do well as one of the DPS/tanks, and that innate Counter sounds nice with that Kill Rush. I question his final persona potential though; he might flop and not get final tier skills until later than everyone else. I didn't look very hard but I don't think there are any other pure physical personas. (Also there's an equippable "Swim Team" costume for him.)
3. Sato
Obligitory. I'm not sure how useful his ailment-based moveset will work, considering that they don't work (well) on bosses and the like, but he has Amrita, a healing spell or two, and some buffs, along with decent damage, so he'd basically be the guy that you make use the items since the others' roles are more important.
4. Chiaki
She fills Bufu (leaving only Agi), and can heal possibly better than the 'Moto. Overall not much to this decision. Leiko could also work as #4, but that'd mean two Garus which is awks, and her Tentarafoo is redundant due to Sato owning those ailments. I could just go Rui/Sato/Leiko for maximum wind.
I'd probably just go Kami/Noboru/Sato/Leiko because friendship though. And they're the earliest ones saved.
