Well, the way I saw that idea was that they, the Roman empire world Government, knew of the jumpers, from a few rare past experiences, but didn't have any of their own so that's why they'll go after the jumpers.

I'm slightly confused about abilities, though. Are these things we pick up on the current world we're in, or do we start developing them spontaneously the more we jump? To use a common example, on Dragonball World would I have to put in the time to learn Ki attacks or would they just begin to develop?
