so the demons have a faction which are the meta-gangs and the city has a faction which is the overseer council.
am i understanding that right?

Nope. The city consists of both humans and demons. There are several demons ON the Overseer Council. The Overseer Council is simply the Mafia, it controls everything because it's members are the biggest, baddest monsters around. The meta gangs are more like modern gangs, and mostly consist of crazed murderers and serial killers. With superpowers.
