Yeah I didn't explain it very well XD
Another way of putting it is try one skill. If that fails, try another skill, and so on.

Also.
Sofie immediately charged into the so-called John Smith, slamming him against the Cabinet and turning him around so she could handcuff him

She thinks the key opens a cabinet to a lot of alcohol,

so she arrested him on sight so she can Search him and the cabinet without Him Resisting at all @solamelike
