Public Notice: The OOC/IC in my signature is a good source of information, but that particular one is going to close. With the relaunch, I'm going to make a new OOC/IC.

Synopsis
The Dust is a Post-Apocalyptic roleplay which has already been going for a few months now. The World is divided up with different factions, on an island continent with no foreseeable way off. This is explained vaguely in the lore. In fact, mostly everything is explained because I have it all written down. The factions, some history, many of the "cities and towns" have a resume style information sheet, while still leaving some undone for player interpretation. There will be a creature compendium, for player created characters, the template of which is very simple. In fact, mostly everything is readily available. I'm planning to pick up where I left off, as this is a relaunch intended to gain a fresh start. So currently, there are a couple things going on. All in all though, you can basically do anything you want in this world.

The Idea
I want you to have creative freedom in this world, only constrained by the need for balancing against my unrevealed story and lore, and well, power. Here our main character, I allow multiples, is going to be a superpowered human called an Immortal. The usage of their powers puts strain on the heart, because mana is for tabletops. The Immortals are further explained in my lore, but that is the basic idea of them. When thinking about superpowers thing of one element, or one scope. You can't be a fire wielding master of illusions and healing. Immortals also have a shapeshifter form, though it is not required that you do so. It does come with a very hefty power increase though, so it is recommended. Combat oriented players with likely get a combative form. Characters with say, a social focus, are more complicated. The combat form isn't the most beautiful, and immediately labels one as a monster. So for socially focused, or otherwise non-combative, characters I was thinking maybe just an enhanced state of being. Eyes-turn black and enhanced powers, etc, but ultimately it is up to you as a player.

Current Events
I feel you need to know these before jumping in. The central city of the island is a trade hub, and the more accepting of the Immortal's. It's also about to be under siege from a horde of hollow spiderlings. What happens to the city is entirely going to be because of player made decisions, at least those involved in the event. Secondly, I have a character starting a new faction at a small, brutally murdered town. Don't worry, the bodies have been cleaned up already. And in the unseen workings of the roleplay, a Mafia family has a firm hold over Serenity, and is looking to expand into Russel, where they currently maintain a small presence. Public tolerance of Immortals is also very low, most viewing them as monsters and demons and quite rightly being very afraid of them.

You've got a really interesting and fleshed out setting here, matey, though I do have a couple of questions. What are vegetation levels like? Is it all dusty-sandy land or has flora started to make a comeback? What about buildings and stuff left over from Pre-Fall. Are there some that still stand? Can you happen across technological relics leftover? Are guns and weapons common, or do people mostly use whatever they can get their hands on?

Also, would an Immortal who can make use of his own blood, i.e. shape the stuff, float it in air, meld it into a sharp weapon make sense? And what do you mean by eye mutations? Do they have to be a certain pure color?

First, you gif is fucking amazing,and I hope most of your questions are answered in the old OOC.

However. for the sake of well being me.

Blood Immortal: Yes, you can has. Though because of the nature of the power he/she must have "tuning" to manipulate blood that is not his/her own. IE: come into direct contact with.

Nature and Vegetation: The "mixed desert" areas are the more vegetative. The green swathes of land on the map are reconstructed Gaen farms, producing a lot of old world goods that can no longer be grown on Dust. Dunes and flat typically have very little vegetation. But yes, it exists, substantially too.

Pre-fall buildings: There are cities that exist within pre-fall ruins, and some cities that arise out of nothing. Off-hand I believe Forbes, and the one to the very east, Fairbury are "ruined" cities. I think Tas too but I'd have to double check that.

Guns: Relics? Yes, I have no constraints on pre-fall items for acquisition. If you want an anti-tank rifle, well I don't see why I should deny it. Guns are pretty common, shoddy ones at least. Ammo is less common, and more valuable, pre-fall rounds are considered military grade and are shiny, pristine, and worth their weight in gold. Dirty rounds are the most common, and are less effective and reliable, but are the main sources of trade. Trade however, is an entirely "barter" basis, you have to have something the other person wants. In this world, everybody wants ammunition. Dirty rounds are like the bottle caps of fallout, you can sell everything else, but everybody wants them.

Just so you know, I have not magically become un-interested. I plan to reapply with the same characters, and I've actually got a post already almost completely written up.

I might diddle with this, though I've got a more pressing project on my docket.

Consider me interested, though a bit reticent to dive right in. I'll watch the first few sheets when this starts proper and if it tickles my fancy, I'll totally join up.

I'm interested in this but for clarification how strong are powers capable of being? For example, would personal teleporation be copacetic or is it a no no?

@Arcanaut

I have allowed teleportation before, and a few character can do something quite similar to that. One character with an electricity affinity, in her awakened state can become basically teleport a short distance almost immediately (rather, in a flash) by becoming a bolt of lightning. Another character, may she rest in peace, could become a distortion of light particles and "teleport" (move rapidly, but untargetable) a short distance. Each power lasts about 2 seconds, and it a very constrained thing, not to be used often. Maybe twice in a normal fight. It's kind of a "last resort" thing, to keep the balance.

The character with light affinity could make a shield strong enough to stop a military personel carrier truck, and not really break a sweat about it. (Though she was defensively based, shields were kinda her thing). Really, it's kind up to personal interpretation at the start, if I feel you're getting excessive then I may ask you to tone it down. But, Immortals are pretty powerful and can fight with their powers for a good while. Immortals in their awakened state are basically going to SS3 and can do about 10x with about -10x the effort and basically just wreak havoc on everything. The catch for that is Immortal's can't awaken by themselves, and they can't enter the state willingly-- There is a "trigger" that makes this process happen.

I admit I don't think that last bit in is the key points resource, but it's time for a little revamp anyways and I'm about to add it.

Whelp. I've won.

Aeo, you're about to have your first bard character. Would that be allowed? A person who can play their instrument and conjure certain things from their songs, from a pretty image floating in midair to a knife that flies at someone's head. I think a bard would be pretty damn fun. Being able to transform thoughts and images into real stuff through music.

@Aeonumbra
That's a good call, as well as the awakened state since if you can use it willingly then what's the point of ever exiting it?

Ability based questions: My question (since I've basically been salivating over this world and ended up with a rough outline of a character) Is if its the character's only power would it be able to be used more often? And while we're on the subject of quantuum entanglement could space be considered a category light electricity and sand were in your previous version of this? The way I see it is it could be interpreted as the the lower levels of the space arcanum if you're familiar with White Wolf's tabletop game Mage: The Awakening. The cliff notes version would be slowing down objects that are being shot at said character or perception modification. Here's a site that has some examples of the milder stuff though much of it is either redundant or not applicable to to this world http://www.thesubnet.com/portal/wod2/mtaw/ArcanaSpa.html

Faction based questions:Regarding The Forsaken, how attached to the Roman Empire are they? Are they like Caesar's Legion from Fallout: New Vegas or are they just the biggest group of raiders who think it's a kickass name? Is their army organized or are they like a giant pack of wolves, killing the biggest and toughest to be in charge of their particular group?

Hello, all. I saw the original Dust before this one, and Beo directed me to this fine reboot. I just wanted to express my interest and throw out my power idea for consideration. I would like to have Bone Manipulation as a power. My character would be able to manipulate his bones mainly into weapons sort of like the character from Prototype making his claws except smaller and made of bone. Because of the nature of this power, my character would go through extreme amounts of pain and would end up being a morphine addict to cope with using his powers.

Everybody should read my reply to Arcanaut.

@SirBeowulf A Musical Based Illusionist? Sounds great.

@Arcanaut
Ability Based Answer: While I do allow character with the same powers to exist, it should be noted due to the "uniqueness" factor that I have a character currently involved with spacial distortion, perhaps you do not mind, or perhaps you have a differing unique idea or take on the matter. Unless you meant cosmic space, which is also a yes. Within the lore of my world I could find a proper place to add this, as I feel it's bound to come up anyways; there are two types of Immortals and their powers. Manipulators, and Manifestors, obviously these are very clear cut guidelines, but for the sake of explanation. Manipulators control what is already present, and Manifestors create what is needed. Manipulators can sustain their power use longer than Manifestors, but are not necessarily more power. The ratio of power/constraint is a personalized definition based one what a person wants to do, how they want to do it, and all those other little tidbits.

I take in many more factors than you may consider. How this power can affect the world. Exactly what could be achieved with this power? This is also why I use "abilities" to layout the finer points of the power, like my character Alexandria's dispersion, this is a unique ability. So even with duplicate power copies, there is a chance for uniqueness, straying from the point though. I leave it up to the player to adequately perform their character to their vision, and will step in if I feel any boundaries are crossed, but for the most part everyone I have played with so fair has done this very well with the exclusion of one person. I don't normally just accept character sheets, I go over them with you to give an idea of how this character is going to exist in my world; but with all rights to follow your vision and desire of how you want to play them.

There is not a power I'm truly against letting a character have, I can put constraints on everything. Light, Cosmic Energy, Perception ( I have a character utilizing this) Spacial Distortion (Also a character for this) Sound waves / Sonic Resonance (Also a character, not sure if she is returning yet though) etc. If you want something, I would be glad to go over it with you. I'm here to give you a reality check, because most people immediately jump on board with what's cool, so it is my duty to make you understand how things are likely to play out. I'd much rather feel like I stepped on someone's toes with their idea, than have a character that is baseless and meaningless other than "that's cool".

Faction Based Answers All of those things. I did draw some inspiration from Caesar's legion, but I also felt the world needed a good ol' faction of banditry and savagery. They are unified under a King, but really other than the soulless everybody does as they please in a technically lawless world, where they follow their own twisted sense of morality, which draws heavily on trial by combat and strength being true power. The cities and towns are technically organized in a disfunction chaotic way, that seems to function. I know, I'm cryptic, bear with me. They are like raiders forming a raider civilization, but who are too lazy to layout a proper construct of government. They are like tribesmen, raiders, legionnaires, and all of those fun bandit savage stereotypes living under one banner, it's like factions within the faction. Which is actually something I have been toying with the idea of writing out.

I don't set incredibly specific guidelines for factions, other than the Edenites are completely off limits to players. Motum Diversum is kind of that mixed trade empire, Aqueous is kind of asian, The Gaen are brainy, The Forsaken are brutish and savage, yet some are honorable, and the Seditio have yet to arise (The faction that my character Alexandria is currently attempting to establish.) I say trying because I never really set anything in stone, I prefer a world that reacts to what players do rather than players reacting to what the world does. But at the same time, vice versa, there is a balance I suppose.

For the wolf metaphor, yes, absolutely. Strength is power and if the leader was so easily defeated then the victor is obviously the strongest and toughest and the most fit to lead. However, The Forsaken do not deal in dirty handed tricks or deceit, they are abrasive and very confrontational. To issue a challenge is the same is dueling for honor, may the victor take the spoils.

@Ink Blood Just so you know, he doesn't HAVE to feel pain from bone manipulation, but whatever angle you want to play you are more than welcome to. Just for perspective, my character would fall to the ground and spasm if her lightning affected her the way the bone manipulation idea would. But I tend to draw a lot of grungy, drug addicted characters into this (gives a heavy fallout vibe, which is great because that was my base inspiration. I did draw some elements from Metro 2033 as well, these are in the credits.). So yes, cursing, savagery, drugs, taboo, all the dark and lovely things-- All of the things. You may have a morphine addicted bone manipulating character. Fair warning, your character will be unable to manipulation the bones of other beings of creatures, unless they are previously deceased. Also, fair warning, your character will have to be a mix of manifestation and manipulation, if he/she were to manipulate their own skeletal construction it is likely to end up badly with lots of damage over things they have no control over, like ruptured blood vessels, etc. But, manifestation say, a bone-sword is not a constant use, it is a one time deal, so there's not much constraint when battling manipulators unless the character is constantly manifestation bone weapons,armor,projectiles, whatever.

Thanks for all of the information, boss. Is the old CS on the old OOC any good, if so, can we go ahead and use that to start working on our characters? I'm itching to make my bard, and its not because its three in the morning and I have nothing else to do. (Mostly.)

@Aeonumbra

How would you feel about a character who could control water, pulling it up out of the ground and out of local plant-life in order to manipulate it?

Most commonly this would be to form blades from water which would then be swung like swords, but it could also be used as 'waves' to strike opponents from a distance. In its ultimate Awakened form the power would allow the character to temporarily become water themselves, allowing defense against most physical attacks, improved mobility and enhanced shapeshifting, but would also make the character more vulnerable to extreme heat (either being boiled away into water vapour or frozen solid) and electrical attacks.

They wouldn't be able to manipulate water inside a creature, as the bodily tissues would make it too difficult to control the flow with any degree of success, but could 'drown' a character by forcing water down their throat or encasing their head in a bubble of water.

I was thinking of making the character a nomad born after a Mobile Executive had an affair with an Aqueous commoner who was then cast out in order to protect the Executive's position and the stable relations between the two factions. Having grown up in the wild my character would be looking to establish a place for themselves with any of the factions, although would have a disliking for dealing with Mobile due to the personal history there.

As a Manifestation, yes, but not manipulation. It's a desert world and I cannot allow the manipulation of existing water or you character could single handedly kill everybody with a flick of his wrist. Those who manifestor their powers will be unable to function with their continual usage against those who manipulate, as manipulation puts a lesser amount of strain on the host. Just so you are aware.

Also in the rules, and key points there are two defining ones which cover the constraints you said:

And Immortal may never manipulate something directly inside anything organic being. (I should edit that to include manifest)

And The Immortal versus Immortal rule, basically stating that their powers are weaker, or lesser, against one another as opposed to a standard civilian/creature.

Post that CS in the new OOC and I will get around to it tonight, or tomorrow.
