Like I said, it's that much money for a prepaid refill for a smartphone. Like, a home phone is a different deal. In my area we are a little luckier than most with our home service in a variety of things because Google has been experimenting here. That being said, cellphones are something else entirely, and $45 for a single smart phone, not hooked onto another person's plan, is pretty good as far as things go.

In Europe, or at least in France, you can have a perfectly standard subscription for less than 20€ (22$), and 45€ will get you a premium offer with unlimited everything. That's for cellphones.

In Ireland, we tend to use pay-as-you-go phones as opposed to subscriptions/contracts. Since nobody texts anymore (we go down to the local parish hall for socialisation), I can easily get away with putting £20 on my phone and only occasionally texting for a good month.
