The True Self: the Ultimate in Warakuma Arena - First Official Tier List
0 - The Fool Rui Shinichi: All-around great stancer. Excellent neutral, wake-up game is amazing. No real major flaws. Stances are all good for different reasons.
I - The Magician Matthew Harvester: Extremely short range attacks. Only thing beyond short are his laggy persona specials. Combo game is subpar. Can heal a negligable amount with a special.
II - The Priestess Shirohane Kotori: A turtling kind of character. Defensive options are great, but going on the offensive proves to be an issue. Can heal status effects easily with DP.
III - The Empress Hamada Leiko: Plenty of pokes and she can convert them into some decent damage fairly easy. Has almost no good approach option.
IV - The Emperor Sutoraiki Kaminari: Yikes! No redeeming qualities. Just generically bad. At least he can induce Shock?
V - The Hierophant Gen Itoshi: Hardly uses his persona. Strong neutral. Most of his moves are pretty safe and his wake-up game is solid. Needs meter to do much damage though. Shits on kids for days.
VI - The Lovers Ryan Alon: Not pictured. Character is broken due to glitches that will be addressed by ArcSys before release.
VII - The Chariot Akane Hanezawa: Excellent combo game, very high damage. Doesn't have much to do on block or on the defensive, but her sheer strength lets her turn the tides easily once she gets a good hit in.
VIII - The Justice Tanaka Toma: Relies on mix-ups. Just generally pretty alright. His speed is his most formidable strength.
IX - The Hermit Ayano Wakahisa: Her traps can prove a very powerful tool, but difficult to use properly. Gimmick mudo counter that deals extreme damage (basically a 1HKO by the time the counter is full) at ten hits from darkness moves. Can be amazing in the right hands but easy to use poorly.
X - The Fortune Hashimoto Sato: A pretty decent sniper, though lacks defensive options and reversals if they get close. Damage isn't too high either.
XI - The Strength Noboru Yamamoto: Simple-minded rushdown. Has high health and does high damage, but his moves are predictable and punishable.
XII - The Hanged Man Alexei Dragunov: Strong grappler. His command grabs are fierce. No debilitating flaws. Has some annoying super armor, but nothing too bad.
XIII - The Death Chiaki Nettu: Reliant on persona, but can hold her opponents off on her own. Mostly good because her defensive game is incredible, allowing her to whittle her enemy down while she avoids damage.
XIV - The Temperance Shizuka Otonashi: Has to apply buffs to get good at anything, making the start rather rough. Strong af once they're up.
XV - The Devil Jun Himura: Frame data is just kinda sad. Would be high tier if attacks didn't take longer than she did to come out.
XVII - The Star Seighardt Kasumi: Great at footsies, good pressure. Moveset is limited unfortunately. Defense leaves a lot to be desired.
XVIII - The Moon Mako Moritomi: Not pictured. Suffers from same glitches as Ryan.
XIX - The Sun Rikimaru Elsworth: A heavy hitter with good range, though his attacks are violently laggy and incredibly unsafe. Reliant on persona, leaving him pretty much useless in persona break.
Obviously don't take all of that seriously. I'm not the best with FG terms and shit either. Maybe I should actually write an IC post or something... Nah, I'll wait for the next day.
