Because that's something only Encyclopedia Brown would do. Most freelance detectives and agents have offices-- it's what separates them from base vigilantes and gangbangers.

Harry Dresden, Sam & Max, Dirk Gently, Mack Megaton, The Hebrew Hammer, Bryan Roses and Harman Smith, Detective Conan, Ace Ventura, Adrian Monk, Scott Shelby, damn near any team in Shadowrun, Hercule Poirot, Sherlock Holmes, even Dante from Devil May Cry... they all had offices!

It's a good way to keep your documents and files together, it's a good place to meet clients and keep a hold on your employees, and it's a good place to hide your treasury and your armory if you're of the "my enemy's wallet is my client's fee" types. Frankly, I don't see why any self-respecting organization, "freelance" or no, would forgo anything close to a base. "Freelance" doesn't even mean "doesn't have a base", it simply means that they're self-employed and not playing to the whims of the police or a larger corporation.

I'd be hard-pressed to find a decent-sized organization that wouldn't have a permanent (or mobile) base. I mean, even the Winchesters operated out of their own home! The only kind of organized anti-supernatural group without some place to call home and some way to keep records of what they're doing is either a small family-run business (which SIN isn't),a cult (which SIN isn't), a group of child detectives finding some way to occupy themselves after school (which SIN isn't), or a group of violent criminals hiding out from the law (which SIN isn't).

Because I had assumed that having a base of operations was a given for any moderately-sized organization, and because I'd also assumed that this organization, which is special-built to deal with monsters that can appear anywhere, take over anyone, and do almost anything, isn't spectacularly shortsighted enough to have all their meetings take place directly in public where anyone with the slightest hint as to who they are could eavesdrop with wanton abandon.

Well to be honest if the guy on the next table over started talking about fighting supernatural beings id think he was crazy. But the thing is you didnt KNOW. That is what is causing chaos and conflict.

You'd think the person is crazy because you're not involved in the supernatural, @Minimum. However, if the person sitting beside the group happened to be a supernatural criminal, regardless of whether or not the discussion involved that criminal's crimes, there's a high risk of that criminal calling in friends and staging a surprise attack.

Speaking in public does allow a bit of privacy, but that's only in areas where people are constantly moving around (busy sidewalks, nightclubs, etc.) where someone standing around to eavesdrop would be out of place and easily noticed. Even then it's not perfect privacy; I myself have gotten company passwords simply by tailing IT managers. The office is a necessity for privacy.

In fact, the business I work for is made up of three people: my boss, my coworker, and myself. We have an office, though we're only there maybe twice a month. It's where we can meet with clients who don't want us to come to them, and it's a place for the three of us to have meetings.

Now, I'm going to move into conjecture here. I could be completely wrong, so if I am, don't lynch me.

Looking at Scrapula's and Clanjos' characters, I see they are both set up as being more experienced than Max - Grigori through sheer age (about 40 years) and Jack Bright through profession. Jack Bright would obviously be quite used to meeting in secret locations. Grigori might be as well, or maybe he just doesn't like being out in public. Both have in-character reasons to be doing what they are, so I don't see what your problem is, Minimum.

Because surely something like this meeting has happened before its not an excuse for people to randomly start mutinies snd immediately jump to the conclusion your boss has been brainwashed and is going to do something horribly wrong. If their characters are more experienced they should realize this.

You didn't read the list. Jack Bright has dealt with shapeshifters impersonating him before, and he's assuming that's what's happening. He's trying to save Max's life, not end it.
