Julian Bighorn AKA Crazy killer

Eye Colors(two if gifted, one if human): Blue and Red (but no one can tell as he hides it under a mask)
Personality: Julian is not a sane person. He is a sadist and loves to cause others pain. He will take any chance he gets to harm others, either through physical pain or mental pain. He also loves the sight of blood, but he loves the sight of Gifted blood even more he believes it has a sort of “Sparkle” to it.

AbilitiesTracker: Julian can smell a Gifted out of a crowd of many, as such he can pinpoint their position so long as they aren’t in a huge crowd. He takes great pleasure in trapping his targets in a room and mess with their mind before killing them and pinning them into the ground then proceeding to torture them.
Skills(for humans and gifted): Julian is a great tactician under his crazed personality. As such he is also great at using any information he has on a target against them. It is one of his favorite things to do.
If his target is gifted or dangerouse Julian will set up traps for his target to make sure they can’t move. His favorite trap is using a sort of exploding shrapnel to wound his target, it isn’t fatal but they won’t have an easy time moving after being hit.
Julian is also very skilled in using knives and almost never uses a gun as he is smart enough to stay out of the eyesight of his victims.
Bio: The origins of Julian are unknown, it is believed that he used to be a Warden. Though since Callahan had been impeached Julian disappeared entirely. It was believed that Julian was put in a mental hospital and escaped around 5 years ago. He has since been working as a mercenary under various people fulfilling contracts. He mostly works as an assassin for hire now, though he has been known to just go out and kill gifted for fun, often without leaving any trance of himself other than a body that has been cut open.
Other: He has been known to do work for the anti Gifted people. Due to him always wearing his strange mask none of his employers have even found out that he was a gifted. It is believed that under the mask he is a deformed man.
