The study of the the intangible substance known as aether has occurred for as long as humanity has been aware of it. The greatest minds across history have again and again come back to it, studied it, and tried to understand it. And yet, to this day, the origin of aether is a mystery. None know where it stems from or how to operates. And yet, there are some people who are able to interact with it, to perceive it and channel it. And yet they are unable to use it themselves.
These people, known as Receivers, can take Aether into their bodies, process it, and channel it outwards into another person. Their numbers, at least among those who are naturally born this way, can be counted on one hand. What's more, not everyone can gain aether from a Receiver. Only those who are capable of taking this processed aether into their bodies from a Receiver and instinctually channeling it into an ability or weapon can truly use it. These individuals, called Tuners, number in the thousands, a relatively small portion of the population but still vastly outnumbering the amount of Receivers.
For this reason, the Receiver Creation Program was initiated. Using a heavily-tested(in order to ensure maximum safety) procedure, it became possible to induce the genetic traits required to produce a Receiver in unborn children. Families that volunteered for this process were heavily supported during childbirth and their child gained a guaranteed education for their entire life. And so the number of Receivers began to rise.
Naturally, ordinary education was not all that was required for both Receivers and Tuners. This is what led to the formation of the Akiyama-Kreuz Academy. Formerly a research institute based around the study of Aether, the Academy is based in the Ibaraki Prefecture of Japan. While there is of course the central school building, where high-school level students are educated and their useage of Aether is monitored as they are trained, the entire grounds could be referred to as a large town, or even a small city. A few businesses are run there, and many of the Academy's faculty live there as well.
Of course, each Tuner needs to be provided Aether by a Receiver. Receivers, as well, can only safely provide for a single Tuner(Though a single Tuner can be powered by multiple Receivers). Naturally, this requires students to be placed in pairs. However, it's not as simple as randomly assigning students a "buddy". The power of the a Tuner depends directly on their relationship, and the desire of a Receiver to provide that Tuner with power. While simply putting together will give the Tuner the bare minimum of their power, the Tuner can only grow in power if their relationship grows in strength as well. The more a Receiver honestly, deeply wishes to help a Tuner, the closer they become, the stronger their bond becomes.
This is referred to as a Synch Ratio. Students must be compatible, and they must be willing to strengthen their bond, in order to become more powerful.
For this purpose, mock battles that lack lethality are staged between students, for them to flex their abilities in a more frenetic circumstance them simply training by themselves.
For the world is in need of people who can use Aether to fight.
Static is, technically speaking, an echo of existence, something forming from what is currently believed to be the activities and existence of humanity. In its most basic form Static is harmless, a shapeless energy that simply exists in the world with little impact. However, strong buildups in Static can cause electronics to malfunction and even be destroyed. Strong Static buildups can result in even worse.
The creation of Living Static is caused by a strong, sudden buildup, forming seemingly-alive creatures that automatically seek out and attack living things. They appear to lack any intelligence, and simply attack everything they see without hesitation. It is theorized that Living Static is the source of ambient Static, the true echo in the void outside of reality. They seem to devour the existence of those they attack, draining their presence in reality until they cease to exist on an atomic level.
They are extremely difficult to defeat with modern weaponry and will reform elsewhere from formless Static if eliminated in such a manner, but Aether-based abilities and weapons are capable of destroying them permanently.
It is theorized their may be a fully sapient form of Static, but this idea is often dismissed. Still, Living Static pose a danger to humanity and the entire world. While their emergence is rare, it is a terrible hazard.
This is one of many reasons the world needs powerful Tuners energized by powerful Receivers.
So, um, decided to try out a supernatural school RP, but with a bit of a twist in that students must be paired together and develop their relationships in order to gain more power.
Since this will work off of pairings, everyone will have to sign up with both a Tuner and a Receiver so that there is no-one left unpaired.
The RP will be arc-based, and players may GM their own arcs and villains.

Artificial Receivers: Devices capable of both receiving and utilizing Aether. However, they are extremely narrow-use and cannot be substituted for Receivers and Tuners. They are intended for use by humans without these abilities.
Synch Ratio: The bond between Tuner and Receiver. The closer they become, the stronger the Tuner's abilities become. The ratio ranges from zero percent to one hundred percent. Zero is, naturally, no bond at all, and one hundred is the maximum.
Synchronization Overdrive: A theoretical state where a Tuner and Receiver exceed one hundred percent on their Synch Ratio. As this has never previously occurred, no-one knows precisely what would happen in the event of a Synchronization Overdrive.
