Michael Graham is one of those interesting people who know exactly what they want, and can achieve it with ease. On the outside, he appears to be a middle-aged gentleman with a thick beard and a fire in his eye befitting a much younger man, always in a fitting piece of militaristic uniform, apparently quite old.
His history is fairly well known; Graham was born in a nomadic surface 'tribe', which drifted from settlement to settlement to take part in trading and ferrying duties. He eventually left his people, and started a warband of guns-for-hire. A decade or two of profitable, and glorious work ensued, until he was ousted out of his position by his second in command four years ago in a duel.
Not the type to get the hint of settling down, Graham worked as a security chief for various settlements before hearing about New Anchorage's predicament. He invited himself over to a meeting of the town's elders, and convinced them to follow his lead.
They haven't been heard from since then...

The best doctor in New Anchorage, and many of the outlying territories, Dr. Bonheur is surprisingly well-versed in both neuroscience and healing the human body. Although, neuroscience is his weaker specialization. He was actually a Paragon scientist long ago, yet left them after "being smeared for accidentally killing one of the sicker fucks in that shithole" as he says so himself. He has a strong sense of justice, and hates those who use strength as an excuse to commit heinous acts.
An old, experienced mechanic who focuses on the biggest, baddest military machines, Valdislav came from one of the few independent townships in Volkov territory. His hometown doesn't exist anymore, and he doesn't want that to happen to New Anchorage. He hates how Volkov tried to 'sponsor' them, and is happy that they cut support.
He does his best to make sure each NC is optimized the absolute best they can, but he is getting old. As well, he has an amusing ability to accidentally break simpler machines, being used to fixing highly complex war-engines for most of his life.

While Bonheur is a damn good doctor, he isn't the best neurologist, so Dr. James assists him in his brain-related endeavors. She's not as good as a corporate Neural Engineer, but she's good enough, and is very enthusiastic about the job. The previous Neurologist quit when Graham stepped onto the scene, allowing James to take his spot.
