Yosh mentioned three sides of the story: Resistance Group (RG), the Prae, and Szayeis.
I'd like to elaborate on the Prae side a little. I have a Prae Warrior named Rico whose crew operates like hunters (as described above), but will also be (at some point) the RG's initial obstacle/opponent. They're not exactly hunters, but do some of the same work, plus more. They also don't directly respond to the Prae government. Fallenreaper's Charles is directly connected to Rico--you'll see why soon once you read the IC thread.
In short, I'm playing the Villains (though others are free to join up as bad guys, too) and I welcome you with relish.
So I notice that if someone is playing a Licentia, they are either the Eximius phase or they are a hybrid. Is it allowed to be a pure Licentia in possibly their Trial or Explorer phase? I imagine the Trial phase may be a bit much considering they are good at magic during that time, but I was just wondering. I have an idea but I'd like to play a Licentia.

Yes, you can play as a Growth or Trial stage Licentia. In fact, I just introduced a Trial stage Licentia named Drisrea. Though she's an NPC (of course she's an important one, but yeah) ^^;
It would not at all be a problem for you to play a Trial stage. I'd love to help with that ^_^

Yes, my friend, yes it would be. Welcome by the way. While I have work today and tomorrow I have a considerable amount of free time in the coming week and I'll be around a bit on my work days so we can work together on it if you have questions. There is also Celaira, who knows about as much as I do regarding lore and whatnot (though I tend to have the best working knowledge in terms of mechanics). Ganryu is good at helping people get integrated in plot, though his working knowledge of lore is...less--man I really oughta change that at some point....

Less has happened than you'd think (we're getting things moving again, we had a long planning period of sorts). We're still in the first IC day actually (Well...night really). Plus we'd love to have more people ^_^
Standing in at 5'6", at a first glance, Oscar does not strike the most intimidating appearance with a relatively short and thin stature. Surprisingly, he clocks in at a whopping 225 pounds despite his thin frame. The only area of his body that resembles flesh is his head, which is actually covered by a material made of an advanced synthetic rubber-plast compound. Oscar also sports synthetic brown hair, and mechanical green eyes. The cut across his face is purely cosmetic, and has no actual depth. His mechanical endoskeleton is composed of a sturdy, high-strength titanium alloy, and is reinforced with carbon nano-tubing, and covered in a thin, tungesten alloy shell. Over top of the tungsten shell, from foot to neck is a lightweight layer of fabric made from diamond-weave kevlar. Reinforcing his upper chest, legs, and left arm, are a set of high strength alloy plates for additional protection. Oscar's right arm perfectly mimics that of a humans, while his left arm's forearm clearly resembles that of a machine. His left hand is multi-purpose manipulator roughly mimicking the appearance of a human hand, but is capable of folding in on itself.
Personality:
Warm and kind-hearted, Oscar is a bright young 'boy' with a strong sense of curiosity. This curious young android is quite impressionable, and is unafraid of blindly sticking his nose into whatever piques his curiosity. Sporting a near insatiable thirst for first hand knowledge, Oscar is extremely interested in how people interact with one another. On the flip side, Oscar is a technological savant, and has an almost innate understanding of math, sciences, and technology, and rightfully so, any information that can be read, can be typed, and just as easily programmed into his spacious memory banks. Honest and trusting, Oscar is compassionate and kind, but can be a bit naiive and air-headed. Loyal to a fault, Oscar is more than willing to risk himself for the sake of others, and goes to great lengths to defend his loved ones. A very down to earth and grounded individual, Oscar's outgoing and generally positive demeanor, while bordering on naivety, bolsters the spirits of those around him.
History:
Oscar was for all intents and purposes born in a R&D lab of one Kasio Corp's Bio-Mag Division, which prided itself in advancements in biotechnology as well as magi-technology. One of the Bio-Mag Division's most recent experiments tested the idea of re-purposing a Licenti core for their own uses. Ethical ramifications aside, the goal of the project- nicknamed the Adam Project, was to find a method of to take unruly or delinquent licenti, and reprogram them into more productive members of society, and seal them into a controllable body until they were ready to be let back out. These lofty goals were soon lost, as the idea of being able to wipe and reprogram licenti to whatever purpose they wanted gave way to much more... exploitable idea. The scientists at the head of the program came into many difficulties when it came to wiping the Licentia cores, an expensive and resource intensive undertaking that resulted in half a dozen dead licentia cores, and several corrupted ones. The idea of reformatting licentia cores was eventually dropped, and the Adam Project went inactive.
Several years later, the scientists returned to the project and came to a realization. If they couldn't reprogram a Licenti core, could they instead make one? Restarting the initiative as the Eve Project, the scientists at Kasio Corp went about formulating a method of making an artificial Licenti core, that they would be able to program for their own uses. After four years of intense research and development with little to show for except a rapidly depleting budget, the Eve Project was finally successful in creating a working Licenti Core, and went about building a body for the core. Originally planning on planting the core into a metallic skeleton for prototype testing and mass production as service droids, one of the lead scientists had a change of heart, and instead designed a body for the core resembling his recently deceased son. Thus, OS-C4R-00812, Oscar, came into being.
Over the next month, Oscar was tested and proved to be a successful and effective droid, smart and intuitive, as well as physically capable and obedient. Unnervingly enough, some of the scientists noted that OS-C4R, seemed to have an awareness about him, very much like a child experiencing the world for the first time. Nevertheless, testing was soon completed and plans were made to disassemble him to prepare for downscaling and mass production.
The project's lead scientist, having grown attached to the android, brought the project to the attention of Aeris Kasio, the CEO of Kasio Corp. Upon realizing Oscar's sentience, Aeris ordered the program be shut down and Oscar to be handed over to her care. Oscar spent the next several months under Aeris' care, learning both self defense, as well as ways the world worked from her. Eventually, she had Oscar enrolled in a magic college with Ominar, for him to further his education, and begin to find his own way.
Oscar now spends the majority of his time at the college, studying under Professor Charles Aeon.

Communicator - Built into his head, is a standard communication device, operating much like a combination cellphone and radio, Oscar is able to communicate with others via this device. Interestingly, due to the nature of the communicator, any caller ID will display "OS-C4R-00812". Information Analyzing Suite - Oscar's head is sports an advanced information suite, and is capable of a variety of functions recording, saving, and analyzing large amounts of data from the ambient environment. Advanced software allows him to translate writing and speech in realtime. The IAS is hooked up to the rest of his body as well, and allows him to run diagnostics on his body at any time. Effectively his 'brain'. Multitool - Oscar's left arm serves as a multi-function tool. The arm itself has a range of movement considerably greater than a biological arm, with the elbow capable of bending 275 degrees and rotating a full 360. The wrist joint as well allows the hand to continuously rotate 360 degrees. Deploying from the tips of his fingers, Oscar has access to small screwdrivers, saws, corkscrews, lockpicks, you name it. Oscar even has a miniaturized finger-blowtorch, alongside a variety of mechanical plugs and jacks. For personal defense, the fingers of the left hand can be electrified to deliver debilitating electric shocks to a target. Oscar's hand can also fold into his arm entirely, revealing a small arm mounted cannon. This cannon, using magitechnology fires vis powered bolts of energy at a target, and are capable of causing considerable damage. Most of the functions of Oscar's multi-tool arm are powered by a Vis battery, as Oscar has no natural vis. Though most of Oscar's tool functions are very vis-effective, usage of Oscar's arm cannon rapidly depletes the vis battery, allowing only a total of 12 shots before having to be replaced. Booster Feet - Built into Oscar's feet are a set of boosters, allowing him to jump extremely high, and granting him the ability to hover for short amounts of time. Oscar's feet bosters are connected to his main core, but are also powered by external energy cells attached to the back of his heels.
Belongings:
Second-hand clothes - A small assortment of clothes given to Oscar by Aeris before being enrolled in school. His personal favorite is an old blue and white varsity jacket. Spare Vis batteries and energy cells - Oscar owns, a quartet of spare Vis batteries, and half a dozen spare energy cells, but typically only carries a few of each with him. Spare Parts - From bits of metal and machinery, to full replacement arms, Oscar owns a small supply of parts with which to repair himself. He doesn't typically carry any with him though. 9mm Handgun - A compact 9mm handgun given to Oscar by Aeris for self defense. Its lightweight and accurate, and fires 9mm rounds out of a 20 round magazine. His pistol is carried in a shoulder holster with two spare magazines.
Capabilities:
Mental
In part due to his nature as a machine, Oscar can process and analyze data faster than any human, and has a near instantaneous reaction time. As a machine, Oscar is also largely immune to telepathy, and mental intrusion, though subtle social cues and slang are often completely lose on him. His memories are typically stored in chips, which can be removed from the back of his head, allowing people to erase or even rewrite his memories if given the chance. Since he is made of metal and is quite heavy and as a result unable to swim, Oscar has an aversion towards deep bodies of water programmed into him. Oscar is also rather intelligent, being able to quickly read and analyze information obtained, to be stored later for future use.
Physical
As an android, Oscar has superhuman strength and speed, and is unaffected by neurotoxins and the like. Likewise, he's also undaunted by fire and other natural hazards. With his dense shell and skeleton, Oscar can also take a considerable beating, and often hurts to hit. Unfortunately, since Oscar is entirely metal, he sinks like a steel brick in water, and if his booster feet are depleted, has no method of escaping a deep pool short of walking to the sides of the pool and climbing up. Also, unlike natural beings Oscar does not heal damage to his body over time, and must manually repair himself or have others do it for him. While durable and with a quick reaction time, his combat skills are limited to the self-defense courses Aeris taught him, and whatever else he has watched or analyzed.
Magical/Technological
As an android, Oscar has no magically capabilities whatsoever. On the other hand, he is a technological savant, and has a distinct understanding of how machinery- specifically his own works. He can easily take a part and put back together machinery, and has an acute understanding of mathematics, robotics and engineering.
Abstract Freezing. Being able to freeze abstract concepts like thoughts, spirit/soul, space, ice that makes one insane because you make their heart cold lol and lol Esdeath time etc. I'm not going the overpowered route which I am avoiding but I'm figuring out ways on how to make the usage of ice unique. Anything that is abstract.
