Deviances are intended to allow your human characters to have some sort of "connection" or power in the supernatural world. However, the line between a deviance and another form of being can be a bit blurry. For example, vampire? Definitely another sort of being. But someone who can manipulate fire, like October Crypt? It's blurry there as to whether she has a deviance or as to whether she's something entirely new.
In general, deviances are small things. A good example is Amy Chang--she had a sixth sense of sorts and was able to tell what was wrong with her patients almost immediately. Another example could be throwing your voice--being able to be heard 6 miles away while just whispering. Or perhaps whenever a demon appears, you get a tingling feeling in your stomach.
The stronger the deviance is, the more heavily scrutinized the character sheet will be. Those ones will generally need to be explained in a backstory. For example, there's a character that no one has met yet -- her name's Eddie -- and she can do light manipulation, because of an odd remnant of demonic possession as a child.
