Ability:
High Voltage has the power to store and manipulate electrical energy. This grants immunity from all forms electricity and the ability to absorb it from outside sources to store it to use for his powers. He can use this store energy for several different things:
Electric discharge:
The most straight forward of his powers High Voltage can discharge the electricity stored in his body in various ways. Examples of such are projecting bolts of electricity, creating Electric Bombs, creating large blast of electric energy, and charging weapons with electricity.

Electric Aura:
He can surround themselves with electricity giving him an array of different offensive and defensive uses. From the power to project barrier of electric energy. As well as enhanced his physical and mental attributes using electricity to stimulate the nerves.

Weakness:
Due to situation that caused him to developed his powers. He carries a fear of medical equipment and by extension any place that stores or use it. Being near it will cause him to start flash-backing to when he was experimented on and lose control of his powers.
Insulated material such as rubber and silicate can block his powers.
Water can cause him to short-circuit out.

Personality:
A ruthless mercenary, High Voltage will do whatever's required to complete his contracts and shows little to no empathy for his enemies. He is willing to take any contract regardless of what he must do if it pay enough. He can be pretty arrogant considering himself the strongest merc in town.

Appearance:
High Voltage wears a modified jumpsuit with gloves and a face mask that have modified to copper wiring interlaced throughout the suit to help to better channel his electricity. Standing at 6'1 and weighing at 190 lbs his strong built body is covered in lighting scars.

Background:
High voltage had a normal life growing up in the Midwest as George Spencer. He did well enough in his academic endeavors to be able to go to college. All of this change when he had a chance encounter with an old man. Coming back to his dorm from late night class he stumbled across a gang try to mug an old man. George imminently when to go to the man aid the truth of the situation was reviled. the whole situation was a trap, the old man reviled himself to be a villain with the gang his henchmen. George was quickly subdued by the minions and carried off.

Back at the villains laboratory George was subjected to dozens of different experiments. The purpose of with to artificially trigger the appearance of the superpower. Unfortunately it worked, with his power being activated in such a way caused a massive electric surge destroying the lab. Emerging from the smoke of the destroyed contaminant cell George was covered in lightning scars he was change. Through the electric overcharging his brain altering his old personality. Quickly leveling the lab and killing all inside he escaped. Now calling him self High Voltage he spent a few years wander the nation committing petty theft to get by. Eventually he got involve with small time gang operating out of New Orleans as a hired muscle. It was there that High-voltage discover his purpose in life being a mercenary. Over the next five year he spent traveling over with world taking various contracts. During that time he manage to earn a reputation as one of the most dangerous mercs on the planet, earning a spot on inter-pols most wanted list. Now High Voltage has made his way to epic city in search for new opportunities.
