To be fair, jumping random people in the woods without provocateur does seem the sort of thing a bandit might do. XD

I think a more accurate analogy would be something along the lines of: you're hanging out at a park and you see someone jump up and pull a gun on a random nearby stranger who was just standing around, at which point the group sitting at a nearby picnic table all jump up and point guns on the first person.

From that, I think "oh shit turf war!" and "I'd like to be literally anywhere else" are pretty reasonable reactions.

I would argue the evidence suggests against that, the group being utterly uncoordinated and completely incoherent versus what seems to be a pretty obvious band of organized opponents. Granted him just slinking away? That makes complete sense - no need to get involved in matters that don't include you after all. Hard to do that however when a highwayman manages to stumble into the only jaguar in the wood!

Elven bandits? No, no, you have it all wrong, wood elves do not rob people, they just kill them for trespassing, hunting the wildlife, or playing with the rare flowers. That or the hunt has gone poorly and some of the more animalistic druids are peckish. Gold isn't as valuable as you might think it is.

I believe tying the bandit is just a normal action, using the “Use an Object” action. Unless the DM says otherwise, you are free to take a bonus action and move, as per the rules of 5e.

While it is ultimately DM discretion, I tend to swing the other way in my opinion in that it feels like tying someone up should be a much more involved action than, say, chugging a potion. Though they have cut down a lot on rules bloat for 5e, I do still remember from 3.5 when it felt like they tried to meticulously stat out everything from swinging swords to farting. In that, at least, it took a full minute (or ten full rounds) to properly tie someone up. If it were me, that still seems like a reasonable timeline (unless you were just slipping a quick loop around their wrists- but then I would let them pull a weapon and fight if they so chose, albeit with disadvantage).
