You wouldn't have Madelyne Pryor retconned into being Jean Grey's clone, thus ruining Scott Summer's entire personality and tearing away any future credit to the morals he had always had before then. Guy Gardner's clone, the entirely original Joe Gardner, wouldn't exist. Or Lex Luthor faking his own death, putting his consciousness into a clone, using an Australian accent, and claiming to be his own son. Inertia. Ragnarok. Ultimate Gwen Stacy/Carnage amalgam. The list goes on.

Bizarro technically didn't start off as a clone, that was only one version introduced in the 80's. The rest are straight fucked, though...

As such, given the vast amount of hero or anti-hero characters at your disposal, no original characters are to be permitted. And for the time being, pending the game's future, all outright villains are to be NPCs left to the discredition of the hero players. (The player playing Superman has control over his rogues gallery, Spider-Man has the same, ect.) To use one of them, PMing the hero player for permission is required. In absence of one of those, say for a villain who has yet to receive a hero player (perhaps nobody applies for Green Lantern, but you want to use Sinestro), the game's GMs will decide. But be warned, the more central to a major character, the less likely the approval.

What it's actually saying is that if you, as a heroic PC, want to use a villainous NPC usually associated with a completely different hero that isn't being played yet, then that you can ask to use. As an NPC.

Which in turn would require you to portray said villain NPC as designed and/or desired by the Hero Player.

Which unless it's @Nightrunner, means you wouldn't be able to make them a vampire.
